intends to enter into a Sole Source contract with Motorola for the
operation and maintenance of a Radio Trucking System at NO COST to the
government. The value of this service is estimated at less than fifty
thousand dollars per year. The authority of this sole source action is
41 U.S.C. 253(c)(1). Only one resonsible source. Since 1989 Motorola
has designed, engineered and implemented a trunked radio communications
system that now serves in excess of three hundred (300) subscribers
representing more than 12 different Federal Government agencies in the
greater Washington, DC area. The overall system represents an
infrastructure valued at several million dollars. It was designed,
engineered and installed for the Federal Government at no initial cost
by Motorola, Inc.. The majority of all subscriber units (who subscribe
to this service from Motorola, at rates negotiated under this contract)
are located within buildings housing various Federal Government
agencies. Each agency using the service within a building has invested
in separate two-way repeater amplifiers that are used to provide
extensive in-building penetration of the radio signal via inside and
outside antenna systems. These numerous in-building systems require
periodic maintenance by Motorola, Inc. to insure satisfactory radio
communications service within the designated building areas. This
proposed contract action is for services which the government intends
to solicit and negotiate with only one source under authority of FAR
6.302. Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. Interested parties must
be able to install or convert a trunking system that is compatible with
current subscriber systems. This effort must be completed at no cost to
the government providing for no break in service to subscribers.
Potential offerors must also have knowledge of each specifically
designed in-building systems housed in various government agencies.
This notice of intent is not a request for competitive proposals.
However, all capability statements received fifteen (15) days after the
date of publication of this synopsis will be considered by the
government. A determination by the Government not to compete this
proposed contract based on responses to this notice is solely within
the discretion of the government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
