for delivery to New Cumberland PA. A non-competitive negotiation is
proposed with Watkin Johnson Company of Gaithersburg MD. This
procurement is confined to the contractor's part number previously
referred to and must be compatible in form, fit and function with
existing equipment. No other contractor possesses the technical data,
specialized knowledge and equipment required to completely satisfy the
Government's needs. This solicitation will be released to industry
only via the CECOM Electronic Bullletin Board (EBB) on or about 30
August 1995. The U.S. Army Communications Electronics Command (CECOM)
has established an Electronic Bulletin Board (EBB) to provide
electronic transmittal of Requests for Proposals (RFPs) and Invitations
for Bids (IFBs) from Government to industry. All interested parties
wishing to do business with CECOM are invited to access, operate, send
and receive data from the CECOM EBB system. To become a user of the
EBB, you will need an identification code and password in addition to
a computer terminal equipped with the necessary hardware and software
to interface with the EBB system. A user's identification code and
password will be issued upon request along with instructions for
downloading the EBB user's manual. All requests must include (1)
company name, (2) point(s) of contact name(s) and title(s), (3) return
address(es) and (4) telephone number(s). Please send your request in
writing to EBB system operator, U.S. Army CECOM, AMSEL-AC-SB-AA, ATTN:

revision(s) VIA EBB, e-mail or by written request to the contracting
officer at the address set forth in paragraph 11 above. Bids shall be
submitted in hard copy at the time and place specified in the
solicitation. Only written requests for this solicitation will be
