Scott Palmer, Ph: 202/267-2489 The U.S. Coast Guard intends to award
a sole source Firm Fixed-Price contract to the American Heart
Association for a total of 252 Heart-At-Work kits. This acquisition is
being accomplished through the use of Simplified Acquisition
Procedures. The kits must contain separate information books on the
following topics: Physical Activity, Blood Pressure, Smoking Avoidance
and Cessation, Nutrition and Health, and Heart Attack Risk Assessment.
These topics have been identified as critical to the Wellness Program
in place throughout the Coast Guard. The activity kits must also
contain some guidance for program coordinators, including questions,
worksheets, posters, and other reproducible material for distribution
and use throughout the Coast Guard. The Coordinator's guide must
provide activities related to improving the state of the Coast Guard's
members and civilians in the aforementioned areas. Measurement and
evaluation tools such as charts, graphs and tables must be included for
program effectiveness evaluation. The provider of these kits must also
provide initial training and follow-on training to designated Wellness
Specialists. The kits must come complete with all reference material
and be storable on a desktop or table with appropriate labels and
references that are readily visible. The requirements mentioned above
are necessary to minimize training costs as well as to permit the
continued use of current kits already in circulation throughout the
Coast Guard. The Coast Guard requires delivery of these units within 45
days of award. All responsible sources may respond to this synopsis and
shall be considered by the Coast Guard. The Coast Guard intends to
solicit oral quotes to satisfy the requirements of Simplified
Acquisition Procedures. This requirement may be pursued on a sole
source basis if the Coast Guard determines that only one source is
capable of satisfying the requirements listed above. All correspondence
shall reference the solicitation number DTCG23-95-Q-PPA281 and include
the responding firm's name, address, contact point, and telephone
number. Offerors must also provide an example of any product they
intend to offer to fulfill this requirement. This Notice is for
informational purposes for Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has a program to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
