ENVIRONMENTAL ACTION NAVY (CLEAN) CONTRACT NO N62467-89-D-0318. DUE
082595.EnSafe/Allen & Hoshall is an environmental consulting &
engineering joint venture firm in the fifth year of a ten-year, $160M,
CLEAN contract for the Southern Division of the Naval Facilities
Engineering Command. E/A&H is seeking qualified prospective
subcontractors to provide laboratory analyses of soil, air, water,
waste water, waste material and waste raw material samples. At a
minimum, prospective subcontractors must be able to: (1) Provide
analytical services in accordance with (all or part) of USEPA Test
Methods for Evaluating Solid Waste, SW-846, USEPA/OSWER, November 1986
(with amendments); 40 CFR Part 136 Guidelines Establishing Test
Procedures for the Analysis of Pollutants (with amendments); USEPA
Contract Laboratory Program (CLP) criteria; and/or USATHAMA Methods for
Analyzing Explosives and Related Materials. All methods may require a
comprehensive deliverable package comparable to that required by CLP.
Deliverables may be required in hard copy and/or electronic media,
i.e., computer diskettes. Consideration is not contingent upon a
laboratory's ability to perform all of the above referenced analytical
methods; however, sample groups from a given task or location will be
routinely analyzed and reported by the same laboratory. (2) Provide
evidence of certification within State of residence (if applicable)
and/or other state agency, federal, DOD and DOE certifications. (3)
Fulfill Laboratory Approval Requirements as set forth in Sampling
Chemical Analysis Quality Assurance Requirements for the Navy
Installation Restoration Program, NEESA 20.2 047B, Naval Energy and
Environment Support Activity (NEESA) Port Hueneme, California, June
1988. (4) Provide timely and cost-effective laboratory services within
the framework established by NEESA 20.2 047B on large sample lots (all
matrices) and (5) Provide technical support (when necessary) to adapt
existing analytical and/or extraction procedures for use on atypical
sample matrices. Interested firms should contact the E/A&H Contract
Specialist by mail or fax to request a CLEAN Laboratory Survey;
requests for Surveys must be received no later than 25 Aug 95. Upon
evaluation of Surveys, E/A&H will select firms to be included on the
bidders list for multiple-award analytical laboratory BPAs. The E/A&H
Contract Specialist shall make the final bidders list determination.
