H -- REQUEST FOR COMMENTS - DRUG TESTING SERVICES SOL RFC-6899 (DRAFT) POC Larry I. Garelick, Contract Specialist, (202) 324-8386. The following is a Request For Comments (RFC). This synopsis is to afford industry an opportunity to comment on issues regarding a proposed performance based solicitation for Drug Testing Services consisting of collection and analysis of specimens in support of Drug Deterrence Programs for the Federal Bureau of Investigation (FBI), Drug Enforcement Agency (DEA), U.S. Marshals Service (USMS) and U.S. Secret Service (USSS). The purpose of the RFC is to allow the Government to receive the benefit of industry comments. The FBI intends to release a draft solicitation for the proposed services on or about August 29, 1995. The Government's purpose in providing an opportunity for industry to comment is to identify potential problem areas, and provide alternative recommendations in order to enhance the success of a proposed solicitation. The Government believes industry feedback is important, and is receptive to any and all suggestions from the industry which would result in limiting unnecessary constraining requirements, realizing cost savings, or highlighting potential technical or contractual problem areas associated with the proposed contract. Any comments provided should not be viewed as a vehicle for presenting a specific approach or product intended to be proposed but as an opportunity to improve on a final solicitation package. Replies are not mandatory. Replies will be separated from, and have no bearing on, subsequent evaluation of proposals submitted in response to any resulting formal Request for Proposals. The use of comments received from industry to complete the final statement of work and resulting solicitation document will be at the discretion of the FBI. Any subsequent solicitation will be synopsized prior to its release. Eligibility in participating in a future acquisition does not depend upon a response to this notice. The Government will not critique a potential offeror's comments and the RFC should not be used by offerors to market their product/services. The Government does not intend to pay for the information solicited and will not recognize any costs associated with submission of the RFC. Proprietary information is not being solicited. Information considered proprietary, if any, should be identified as such. Request for the draft solicitation must be submitted in writing and postmarked within fifteen calendar days from the date of this synopsis. Any request after the fifteen days will be subject to availability of packages. (0227)
