426-6823 extension 229 The U.S. Department of Commerce, NOAA, is
interested in obtaining various types of technical services which will
support activities of the DOC/NOAA/National Marine Fisheries Service
(NMFS), Southeast Fisheries Center, Mississippi Laboratories,
Pascagoula, MS. Services required may include, but are not limited to,
the following: at-sea support of biological and environmental
sampling; analysis of reeffish video records; identification and
enumeration of plankton samples; chemical analysis of seawater samples;
field observations of marine mammals; capture and tagging of marine
turtles; development of fishing and sampling gear; operation and simple
maintenance of one 65-foot, NOAA-owned vessel; data entry, editing,
computer programming, networking, and data management services; remote
sensing operations; maintenance and development of marine electronics
instrumentation and; data analysis and report development. Work will
be performed at the NMFS Pascagoula Facility, the NMFS Facility at the
John C. Stennis Space Center, Bay St. Louis, MS, or aboard
NOAA-owned/NOAA-chartered research vessels or NOAA-owned/NOAA-
chartered aircraft. These activities are expected to require a variety
of disciplines including but not limited to Biological Professions -
fisheries biologists; fish or wildlife biologists; ecologist;
biological aide; and Misc. Professions - computer system analysts;
computer programmer; computer operator; vessel operators; electronics
technician; remote sensing specialist; fishery methods and equipment
specialist. The contract will be for a base fourteen-month period with
two optional renewal periods of fourteen-months each. Individual
delivery orders will be placed against the contract. Cumulative value
for the fourteen-month base period will not exceed $1,300,000.00; the
first option fourteen-month period will not exceed $1,600,000.00; and
the second option fourteen-month period will not exceed $1,800,000.00.
No delivery order may exceed $400,000.00. NOTE that before proposals
are evaluated against the technical considerations and cost factors,
they will be screened for compliance with the minimum personnel
qualifications stated in the statement of work. Any offeror and
respective offer not meeting these minimum qualifications shall be
determined to be noncompliant to this solicitation and shall be
rejected without further consideration. The aggregate total of all the
following technical evaluation factors, subfactors, and sub-subfactors
is significantly more important than cost. In descending order of
importance Technical Excellence (TE) is twice as important as
Recruitment and Retention Capabilities (RRC) and Management
Capabilities (MC), which are equal in importance. Within TE in
descending order of importance subfactor Personnel Qualifications is
significantly more important than Understanding of Work. Within the
Personnel Qualifications subfactor, the three sub-subfactors are:
Amount/Currency of Experience; Education Level; and Offeror's Training
Plan. Of these three sub-subfactors, the first two are of equal
importance and together are significantly more important than the third
sub-subfactor. Within the Understanding of Work subfactor, the two
sub-subfactors are: Qualified Personnel Aligned with Tasks which is
significantly more important than Technical Approach. Within RRC the
two subfactors Recruitment Capability and Retention Potential are of
equal importance. Within MC, in descending order of importance, are
five subfactors Offeror's Proposed Supervisory Plan, Prior Company
Experience in Similar Contracts, Offeror's Proposed Organization, Proof
of Insurance, and Quality Control Plan. Of these five subfactors, the
first two are of equal importance and are slightly more important than
the third subfactor and somewhat more important than the fourth and
fifth subfactors which are of equal importance. Anticipated delivery is
