COMMERCE BUSINESS DAILY ISSUE OF AUGUST 18,1995 PSA#1413Aeronautical Systems Center (ASC/YHK), 102 W D Avenue, Suite 168 Eglin
AFB FL 32542-6807 10 -- CBU-97/B SFW P3I POC Mack Kirkland, Contracting Officer,
904-882-3416, ext 3163; for technical information contact Major Mike
Amspacker, Program Manager for SFW P3I, at (904) 882-8415, ext 3023.
The SFW CBU-97A/B (NSN 1325-01-34208801) is a 1000-pound class,
unpowered unguided, gravity-drop wide area munition. The SFW consists
of a SUU-66/B tactical munitions dispenser, which houses 10 BLU-108/B
submunitions. Each submunition contains four projectiles, an
orientation and stabilization system, a radar altimeter, and a rocket
motor. Each projectile contains an explosively formed penetrator
warhead and a two-color infrared sensor. The SFW is stored and
transported as an all up-round in the CNU-411A/E container. This
solicitation for the engineering and manufacturing development (EMD)
phase of the preplanned product improvement (P3I) program for the SFW
system will consist of 36 month design, development, and test program
to significantly improve the system performance while maintaining
current system interfaces and minimizing cost growth. This effort
requires contractor personnel be cleared for access to SECRET NOFORN.
Potential contractors have to be certified and registered for STINFO
export control by the Defense Logistic Service Center (DLSC), Battle
Creek MI 49016-3412, telephone number 800-352-3572, to receive any
resultant Request for Proposal (RFP). This certification is above and
beyond the requirements for a security clearance and may be obtained by
submitting a DD Form 2345 to DLSC. It is anticipated that only one
source, Textron Defense Systems, Wilmington MA, developer of the SFW,
can satisfy the Governments minimum needs for this unique weapon
system. This contractual action is expected to be executed using Other
Than Full and Open Competition procedures pursuant to FAR
6.302-1(a)(2)(iii). See Numbered Note 22. The RFP is anticipated to be
released within 90 days of the date of this synopsis. This synopsis is
for information and planning purposes only, does not constitute a
solicitation for bid or proposal, and is not to be construed as a
commitment by the Government. No collect calls, nor telephone requests
for the solicitation will be accepted. An Ombudsman has been
established for this acquisition. The only purpose of the ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his/her concern during the proposal development phase of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to
contact ASCs Ombudsman, Colonel Timothy R. Kinney, ASC/SK, 205 W D
Avenue, Suite 318, Eglin AFB FL 32542-6865, (904) 882-9051, with
