will be under the management of the UK based Project Management Office
acting for the Steering Committee of the NASTO Project Group PG38. Any
resultant contract will be firm priced, issued by the MoD (UK), and
subject to English law. The purpose of the FS is to provide an
experimental, technical, and financial appraisal of the feasibility of
developing and producing a submarine rescue system to the requirements
of NATO. This will probably be based on either a submarine rescue
vehicle (SRV) or a remotely operated rescue vehicle (RORV). The FS will
be broadly based and sufficiently comprehensive to provide an estimate
of the cost of ownership and the identification of the associated
risks of the most viable option. These risks will be resolved by
detailed design and management during the follow-on phases. The FS will
cover the following areas: operational missions and scenarios for
submarine rescue, pressurized rescue, rescue vehicle features and
system descriptions, emergency capabilities, transportation and
handling (road, rail and air) etc. Contractors and groups led by
contractors for the following nations are invited to express an
interest: Canada, Denmark, France, Germany, Greece, Italy, Netherlands,
Norway, Portugal, Spain, Sweden, Turkey, UK and USA. A
pre-qualification exercise will be held prior to issue of an invitation
to tender. Expected issue date is November 1995 with award planned for
January 1996. QA standards: ISO 9001 with ISO 9000-3(software).
