59 -- SHORTSTOP ELECTRONIC PROTECTION SYSTEM (SEPS) POC Contact Steve Comer, Project Engineer, (908) 532-6565, or Benjamin Leon (908) 427-5843. The US Army Communications-Electronics Command (CECOM) is conducting a market survey concerning the SHORTSTOP Electronic Protection System (SEPS). SEPS is a fully integrated Radio Frequency Countermeasure system which is designed to provide protection for personnel and high value assets against proximity fuses. The SEPS program is currently in the engineering and manufacturing development phase and there is no Technical Data Package (TDP) and only the AN/VLQ-10 version hardware is available. The SEPS is a Light weight, militarized, and automated version of the AN/VLQ-10. The Army anticipates a requirement for an additional 12 to 20 SEPS systems and the TDP to support testing. The additional systems are required to perform identical to and be completely compatible to those SEPS currently being developed. This acquisition requires the potential contractors demonstrate an expertise in manufacturing, development, and testing of sophisticated electronic countermeasure (ECM) equipment that meets the Army requirements. Potential contractor must show thorough knowledge of state-of-the-art receivers, high speed digital processing, digital memory, digital delay lines, solid state transmitters, ultra-wide band antennas, and computer assisted testing. The program requires a secret level security clearance and only US firms capable of obtaining the necessary security classification, interested in this acquisition should send name, address, and brief description of capability to: US Army CECOM, C4IEW Acquisition Center, ATTN: AMSEL-AC-CC-C-CQ, Alonzo Wright, Fort Monmouth, NJ 07703. Information submitted should include but not be limited to background experience on the SHORTSTOP programs or like technologies and the technical expertise, manufacturing capability and facilities necessary to accomplish the above task within the required 18 month time frame.
