supply composite fiber optic ground wire (OPGW) for electric power
lines ranging from 69-kV to 161-kV under a 2 year fixed-price
indefinite delivery indefinite quantity (IDIQ) contract. The OPGW shall
serve the dual purpose of overhead ground wire for the electrical
transmission line and as a path for optical communications. The OPGW
shall be comprised of central optical units (housing the optical
fibers) surrounded by one or more layers of stranded wires. Optical
fibers shall be manufactured by Corning Incorporated, American
Telephone & Telegraph Company (AT&T), or by a manufacturer who is
licensed by Corning or AT&T to manufacture the specified fiberglass.
Design a OPGW shall have 12 fibers; fault current capacity of greater
than or equal to 75 KA (squared) - SEC; cable weight of less than or
equal to 566 KG/KM (less than or equal to 0.38 LB/FT); and outside
diameter of 13.64 mm - 14.20 mm (0.537 in - 0.559 in). Design B OPGW
shall have 12 fibers; fault current capacity greater than or equal to
150 KA (squared) - SEC; cable weight of 700 KG/KM 0.47 LB/FT); and
outside diameter of 16.08 mm - 16.92 mm (0.633 in 0.666 in). Fibers for
Designs A and B shall be single mode with attenuation of less than or
equal to 0.4 dB/km at 1310 nm and less than or equal to 0.3 dB/km at
1550 nm. For Design A OPGW, the minimum quantity is 64,400 meters and
the maximum quantity is 274,000 meters. For Design B OPGW, the minimum
quantity is 33,800 meters and the maximum quantity is 60,200 meters.
The quantity, reel lengths, and destination of the OPGW will be
specified by Southwestern in the delivery orders. The offeror shall
submit descriptive literature with its bid. The OPGW shall be delivered
to locations in Arkansas and Missouri. The solicitation package will be
issued on a 3 1/2 inch diskette in Work Perfect for Windows, version
6.0a format. There is no charge for the diskette. A nonrefundable fee
of $25 is required for a hard copy of the solicitation package. A check
and/or money order must accompany the request and payable to the U.S.
Department of Energy. No telephone requests for the solicitation
package will be accepted. This acquisition will be unrestricted and
