99 -- POTENTIAL SOURCES SOUGHT FOR GENERATION III, HANDHELD, BINOCULAR LA W ENFORCEMENT-TYPE NIGHT VIEWING DEVICE POC Bill Harris, Contracting Officer, (513) 255-3022. Air Force has a requirement for night viewing devices which allow for clear visual observation of activity in low-light conditions. The following are minimum capabilities that must be met by the contractor: 1. General Specifications - 1.1 Must be Generation III technology. 1.2 Must be handheld. 1.3 Must have a hand strap. 1.4 Must have a binocular eyepiece. 1.5 Must weigh less than 2.2 pounds and be no longer than 24 inches. 1.6 Must be battery operated. 1.7 Must have a magnification capability of at least 2X. 1.8 Must be capable of being clearly focused. 1.9 Must have a low battery indicator. 1.10 Must have a carrying case. 1.11 Must supply four additional batteries of the appropriate size. 2. Technical Specifications - 2.1 Must have a minimum photosensitivity of 1000 microamps per lumen. 2.2 Must have a minimum tube gain of 20,000. 2.3 Must have a minimum system resolution of .95 cycles per milliradian. 2.4 Must have a minium field of view of 35 degrees. 2.5 Must be clearly focusable within the following range: 1 foot to infinity. 2.6 Must have automatic brightness control to prevent blooming. 3. Durability - 3.1 Must be water resistant. 3.2 Must be resistant to dust and humidity. 3.3 Must function with the following temperature range: 0 degrees Fahrenheit to 130 degrees Fahrenheit. 4. Safety - The contractor must certify the night viewing device is safe to use and environmentally sound. 5. Warranty - 5.1 The night viewing device will be guaranteed by the contractor to be free from all defects in material and workmanship for minimum of three (3) years. To be considered qualified, offerors will be required to have demonstrated corporate experience in successfully manufacturing the product. Interested firms should submit technical data and brochures that specially discuss the above capabilities to ASC/RAKP, Attn: Bill Harris, 2640 Loop Road West, Wright-Patterson AFB, OH 45433-7106 not later than 30 August 1995. After technical evaluation is completed contractor could be contacted to provide a sample unit for review and evaluation at no cost to the government.
