The services of an environmental laboratory are required to analyze environmental, potable and non-potable water, sewage treatment plant, groundwater, and solid/hazardous waste samples. Analytical procedures and techniques used must be approved by the State of New York and the Environmental Protection Agency as listed in the Code of Federal Regulations, Title 40, Part 136 - ``Guidelines Establishing Test Procedures for the Analysis of Pollutants.'' The Seller shall be certified by the Laboratory Certification/Quality Assurance Group of the New York State Department of Health (NYSDOH) Environmental Laboratory Approval Program (ELAP) for the categories potable water, non-potable water, solid/hazardous waste, and air emissions. The lab also shall be able to provide high-level QA/QC data deliverable packages, such as CLP-type levels III and IV less than and New York State Department of Environmental Conservation (NYSDEC) ASP Level B. Laboratory personnel shall have or be willing to obtain a Department of Energy security clearance in order to perform groundwater bailing, sampling and field analyses; surface water sampling and field analyses on site. The laboratory shall pick-up samples and drop-off sample bottles and supplies directly on the Knolls Atomic Power Laboratory Site's. Knolls Site, Schenectady, New York and Kesselring Site, Ballston Spa, New York. The laboratory shall be able to provide pick-up and drop-off services on a daily basis and possible even several times during the course of a day. The laboratory also must be able to provide (non-routine) periodic delivery of samples containers and accept samples via overnight ground or air delivery services for KAPL Windsor Site located in Windsor CT. Samples submitted to the laboratory for analysis shall be analyzed as soon as possible upon receipt and no parameter holding time shall be exceeded, as listed in the Code of Federal Regulations, Title 40, Part 136, Table II - ``Required Containers, Preservation Techniques, Holding Times'' and SW-846 ``Test Methods for Evaluating Solid Waste.'' The laboratory shall have the ability to analyze large quantities (approximately 10 - 200) of samples for a wide range of chemical and physical parameters on a routine and emergency turnaround basis. Emergency turnaround shall be provided at any time, upon request, including after normal business hours and on weekends. Poly Chlorinated Biphenyls (PCB's) require a standard two (2) day turnaround time for results. The Seller shall provide a twenty-four (24) hour turnaround time for up to fifty (50) samples. At any time, under emergency conditions, the Seller shall provide a three (3) hour turnaround time for results from the time of notification. (226)
