TENNESSEE AIR NATIONAL GUARD, NASHVILLE INTERNATIONAL AIRPORT,

532-3220. Architect-Engineer (A-E) services for the design of a
Composite Squadron/Wing Operations Facility; project number BKTZ000176
for the Tennessee Air National Guard located at Nashville
International Aiprort, Nashville, Tennessee. Total estimated cost of
construction of this project is between $1,000,000 and $5,000,000.
Scope of work for types ``A, B, and C (construction surveillance)''
services shall include but is not limited to preparing plans and
specifications for the construction of a Composite Squadron/Wing
Operations Facility and the Construction/Alteration of the Aeromedical
Evacuation Facility to include construction of Aeromedical Evacuation
Storage. Supporting facilities and appurtenances include site
utilities, pavements, site improvements, prewired work stations for
systems furniture and asbestos removal and disposal. The project
includes: (1) Design of a new Operations Training facility, including
classroom training, administrative space, equipment storage and life
support equipment maintenance space, (2) Design of a new climate
controlled pre-engineered medical equipment storage facility for
medical supplies and medical training items and (3) Design of
Alteration to the existing Squadron Operations Facility to meet the
training requirements of the present Aeromedical Evacuation Squadron.
Design will include random sampling of potential asbestos containing
materials, testing to substantiate the presence of asbestos in these
materials, and appropriate abatement procedures for removal. Necessary
modifications to utilities will also be addressed. Scope of the
project is a 38,900 square foot facility. That total consists of a
Squadrons Operations Facility (24,100 sf); Alteration to space for the
AeroMedical Evacuation Facility (10,800 sf); Erection of AeroMedical
Evacuation Storage Facility (4,000 sf). Construction shall be
reinforced concrete foundation and floor slab, split block masonry
walls, steel frame and roof structure, and air conditioning. The
selected A-E will design all necessary utilities, pavements, and site
improvements. The facilities shall be equipped with the latest
protection devices and design features to mitigate environmental
concerns including oil water separators, etc. The drawings will be
prepared using computer generated graphics created via AutoCadd Version
12 or later. The specifications shall be prepared using Micro-Soft or
equivalent Word Processing software. All drawings and computer files
delivered to the government that have been created under this contract
must be supplied to the government in suitable format at the close of
the project. Firms that meet the requirements described in this
announcement and wish to be considered for selection are invited to
submit three (3) copies of the required forms as listed below to the
Contracting Officer, USP&FO for Tennessee, ATTN: 2LT John W. Anders,
P.O. Box 40748, Powell Avenue, Nashville, Tennessee 37204-0748 within
30 calendar days from the date of this announcement. Required forms are
as follows: (1) A completed SF 254 for prime and consultants; please
state in block 4, page 4 of the SF 254 the size status of your firm;
(2) SF 255 for this specific project must be submitted by the prime
firm and any consultants that are intended to be utilized on this
project. Firms with more than one office should indicate the office out
of which the work will be performed and the staffing composition of
that office. Prospective A-E firms will be evaluated on the relative
order of importance as listed below: (1) Professional Qualifications:
The firm shall have qualified individuals on staff or access to
individuals or firms qualified in the disciplines required to
accomplish the above stated tasks. The disciplines to be evaluated
include (a) Architects, (b) Civil/Structural Engineers, (c) Mechanical
Engineers, (d) Electrical Engineers, and (e) Asbestos Abatement
Specialists (2) Specialized Experience: The firm shall have experience
in facility development and planning with individuals on staff or
access to individuals or firms specializing in the same or similar
facilities. (3) Capacity To Accomplish Work: The firm shall have
sufficient staff personnel available to complete the project within 270
calendar days after contract award (anticipated award date is 15
November 1995). The firm shall have a satisfactory record of
performance on contracts with government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance services, (4) Past Performance: The firm should have a
satisfactory record of past performance on contracts with government
agenices and private industry in terms of cost control, quality of
work, design excellence and compliance with performance standards. (5)
Location of A-E Firm: The firm performing the design services
(including consultants) should be located within a 750 mile radius of
Nashville International Airport. Firms will be evaluated based upon
their proximity to the air base. (6) Volume Of DoD Work: The volume of
work previously awarded to the firm by the DoD shall be considered.
The object being to effect an equitable distribution of DoD A-E
contracts among qualified A-E firms, including small and small
disadvantaged firms, and firms that have not had prior Department of
Defense contracts. Firms should also address the amount of DoD contract
fees awarded during the last five calendar years. Technical questions
