of Prisons (BOP) has a requirement to provide expanded collect calling
to its inmate population. The BOP plans to fulfill its requirement
through the acquisition of an Automated Collect Call Operator Service
(ACCOS). The ACCOS is described as a service that receives dialed
digits from the BOP's current debit Inmate Telephone System (ITS),
processes these digits through an automated operator service and routes
these calls to the called party through Government-provided direct dial
FTS2000 circuits. The ACCOS process shall, among other things, include
validation of the call through a standard Line Information Database
(LIDB), voice prompts and responses for the calling and called party in
at least English and Spanish, ability to acknowledge acceptance of a
call, billing/outclearing of all billable calls made through the ACCO
process, and adequate revenue reports for audit purposes. The
performance period for any resulting contract may be a base period with
two option periods. Contractors interested in obtaining a copy of the
