D -- INTERFACE DESIGN, PROGRAMMING AND SPECIALIZED SOFTWARE DEVELOPMENT OF OCEANSEARCH SOFTWARE SOL WASC-5-2274 DUE 083195 POC Angela Hunter, Voice (206) 526-6041/FAX (206) 526-6025 The National Oceanic Atmospheric Administration/Ocean Applications Group intends to negotiate, on a sole source basis with ZOOSOFT, Vashon Island, WA for specialized programming/development work on the National Ocean Service Partnership Project: OceanSearch. Responsible sources may identify their ability to meet the requirements by submitting a written proposal within 15 days of the date of this publication. The proposal must demonstrate they have the following: 1)operational experience with software development and interface design in the Macintosh environment 2)lead role capability including experience in the development and implementation of OceanSearch and FERRET 3)demonstrated experience in the documentation and implementation of the primary core software OceanAtlas. Vendors who believe they can satisfy the requirement must demonstrate their ability in writing. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. This is a small purchase action.
