Other Than Major Acquisitions (Appendix BB), the Government will
procure a replacement for the existing Pendulous Integrating Gyroscopic
Accelerometer (PIGA) Test Stations (PIGATS) used at the Aerospace
Guidance and Metrology Center (AGMC) Depot in Newark AFB, Ohio. The
following information is provided for qualified potential contractors
who have the precision, skill and knowledge required to successfully
complete design and development of the PIGA Test Station. The Test
Station is used for the Pendulous Integrating Gyro (PIG), PIGA Float
and PIGA repairs. The existing Test Station utilizes early 1970's
technology. All offerors must possess experience with the test and
repair of the PIG, PIGA Float and PIGA at the depot, and field
utilization and testing of the PIGA under control of the Minuteman
Operational Ground Program (OGP). The 16 PIGA (Mod G) is a very precise
and an extremely reliable instrument used in the Guidance System of the
Minuteman III ICBM to measure the linear acceleration of the missile.
The accuracy of the PIGA, in operation, depends directly on the
accuracy and repeatability of the test equipment and the exactness of
the test processes. For example, the PIGA Scale Factor Measurement is
repeatable to within less than 6 parts per million (ppm). The
Acceleration Bias Measurement is repeatable to within less than 7
millicentimeters per second squared. The absolute value of the earth's
gravity, is required to be known, at the contractor's facility as well
as the test site, in cm/second squared (accurate to within 6 decimal
places). The PIGATS Replacement program will provide a PIGA Test
Station which detects the maximum number of PIGA failure modes and
verifies, based on experience with OGP testing processes, PIGA field
fault failures. The PIGATS shall utilize ''state-of-the-art'' inertial
instrumentation test technology, which will include an intelligent
test executive plus an expert system capable of recording and utilizing
PIGA historical test information. This information shall be used by the
test station operator to recursively improve the test station's
diagnostic and fault isolation test strategies on the PIG, PIGA Float
and PIGA. The replacement PIGATS' PIGA failure detection and fault
isolation capabilities shall exceed those of the existing depot test
station. The replacement PIGATS shall also have on-line technical
orders which can be referenced by a technician during unit-under-test
(UUT) testing, and when executing test station self calibration and
repair. The scope of this program includes developing both technical
and logistics support analysis / requirements. The system shall consist
of modular hardware and software designed for ease of maintenance. The
PIGATS design shall conform with existing DOD Policy for Automatic
Test System Depot Equipment. Based on the Gyro Compass Assembly Test
Station (GCATS) implementation of the Integrated Family of Test
Equipment (IFTE), the contractor shall develop a Test Program Set (TPS)
to satisfy the PIGATS testing requirements. The contractor shall also
develop an Interface Test Adapter (ITA) for use in conjunction with the
TPS to satisfy the PIGA Test Station requirements. The contractor shall
use VXI Technology wherever feasible. To the extent possible, the
contractor is urged to incorporate Commercial-Off-The-Shelf (COTS)
instruments which are common with the Minuteman III Guidance
Replacement Program (GRP) and the Gyro Compass Assembly Test Station
(GCATS) Replacement Program. The contractor shall integrate both
hardware and software COTS and any non COTS items to insure systems
operation IAW PIGATS Systems Requirements. If an offeror's proposed
design solution for the PIGATS does not use ADA, then the contractor
shall provide full justification for the necessary exceptions or
waivers. Replacement PIGA Test Stations will require successful
installation, checkout, and demonstration utilizing the documentation
developed as a part of this program. The Procurement Point of Contact
