ARCHITECTURAL/ENGINEERING DESIGN FOR VARIOUS PROJECTS AT THE PENSACOLA

REQUIREMENT: Architectural-Engineering Services are required for
various projects at the Pensacola Naval Complex, Pensacola, Florida.
Additional Design services are required for the preparation of plans,
specifications, cost estimates, related studies, and all associated
engineering services. Project work may consist of: (a) General building
renovation work, e.g., repair/replacement of roofs (including
single-ply or metal), windows, doors, ceilings, floors, walls
(including c.m.u., wood, steel, or concrete frame), restrooms, exterior
and interior building finishes including painting; repair/replacement
of associated air conditioning and interior electrical work; (b) Minor
building additions and construction of minor new facilities; and (c)
Conduct life safety code studies, interior space planning/design
studies, building elevation studies, and general termite/structural
damage studies. TYPE OF CONTRACT: Firm Fixed-Price Indefinite Quantity.
This indefinite delivery contract will be awarded for a one year period
with an option to extend the contract for one additional year, not to
exceed a total of two years. Work to be subject to satisfactory
negotiation of individual delivery orders not to exceed $100,000 each,
with a total not to exceed $200,000 during each 12-month priod. The
contract shall guarantee a minimum fee of $10,000 payable in the event
the contractor is not required to perform work under this contract
equal to or greater than that amount. No other general notification to
firms for other similar projects performed under this contract will be
made. ESTIMATED START DATE: October 1995. ESTIMATED COMPLETION DATE:
October 1996. Contract No. N65114-95-D-2208 applies. SELECTION
CRITERIA: Selection will be based on the following criteria, numbered
in order of importance: 1. Experience: Recent/past specialized
experience of the proposed project manager(s) and design team(s) in:
(a) design of alteration/repair projects such as mentioned in this
scope; (b) projects involving lead and asbestos; (c) designing projects
to Navy design criteria; (d) using interdisciplinary design reviews of
similar projects; (e) using cost control procedures for similar
projects. 2. Qualifications: Professional qualifications of the design
team, subcontractors, and consultants to design alterations, new
construction and repairs to DOD facilities. 3. Ability: (a) capacity of
the firm to accomplish the contemplated work within the required time
limits; (b) computer-aided design (CAD) capability; (c) present
workload; 4. Performance: (a) Past performance/ratings on DOD
contracts; (b) volume of DOD work awarded during the previous 12
months; (c) past performance on contracts with government agencies and
private industry in terms of cost control, quality of work, and
compliance with performance schedules; and (d) the extent to which
potential contractors identify and commit to small/small disadvantaged
businesses, historically black college/univesity, or minority
institution performance of the contract. 5. Locaton of the firm in the
geographical area of the project, provided that there is an
appropriate number of qualified firms therein for consideration. Firms
are required to prepare cost estimates utilizing the computerized CES,
when applicable, and specifications in the SPECSINTACT system format.
Digital graphics database of any survey may be required. If so, the
survey, and all drawings forming a part thereof, shall be submitted in
an AutoCad compatible format, either DFX or DWG, on DOS high density
disks. The design contract scope may require evaluation and definition
of asbestos materials, lead paint and toxic waste disposition. Fee
negotiations would provide for laboratory testing and subsequent
preparation of plans and specifications may require definition of
removal and/or definition of disposal process. All firms or
subcontractors involved in asbestos operations must be licensed by the
State of Florida. Contact the State Asbestos Coordinator in
Tallahassee, Fla. at (904) 488-1344. Proof of current registration as
an Architect or Engineer and an asbestos license by the State of
Florida shall accompany the Standard Form 255. Firms responding to this
announcement must be prepared to accept the aforementioned as a part of
their contract responsibility. Firms unable to accept work which may
involve asbestos and lead paint need not apply. Architect-Engineer
firms which meet the requirements described in this announcement are
invited to submit completed Standard Forms (SF) 254 (unless already on
file) and 255, U.S. Government Architect-Engineer Qualifications, to
the office shown above. All information must be included within the SF
255; cover letter and other attachments will not be considered in the
evaluation process. Provide a synopsis of the scope of work, point of
contact and telephone number for each project listed in SF 255, Block
8. Firms having a current SF254 on file with this office and those
responding by 4:00 p.m. CST, 25 September 1995 will be considered.
Firms responding to this advertisement are requested to submit only one
copy of qualification statements. The qualification statements should
clearly indicate the office location where the work will be performed
and to identify the individuals and qualifications of those anticipated
to work on the contract and their geographical location. Pursuant to
Public Law 100-656 Small Business Competitiveness Demonstration
Program, this procurement has been classified as a Small Business
Set-Aside. The small business size standard classification is SIC 8711
($2,500,000). This is not a request for proposal. Inquiries concerning
