This project consists of construction of a USPS-owned mail processing annex of approximately 18,000 square feet. The structure is a tilt-up concrete/pre-cast concrete panel design with a steel structural frame an a built-up roof. Also included will be approximately 70,000 square feet of concrete paving, driveways, and sidewalks, associated fill and/or excavation, metal fencing, site signage, and landscaping. The interior will include non-load bearing gypsum board partitions, associated painting, hollow metal doors and frames, vinyl flooring, carpeting, and other miscellaneous work. The mechanical system consists of roof-top mounted units ducted to the interior of the building. The facility will not contain fixed mechanization. Contractors and/or developers wishing to propose alternative structural systems (i.e. Pre-Fabricated Steel Buildings) may do so. These alternatives will be evaluated based on their adherence to USPS design guidelines. Alternatives will be considered and evaluated on their economic and operation value to the Postal Service. The Postal Service will not be liable for any cost associated with developing these alternatives. Alternatives must be submitted in sufficient detail as to allow an assessment of all proposed building systems, structural member locations, building cladding/veneers, and other building elements. USPS Design Guidelines are available from the Dallas Facilities Service Office upon request. Estimated cost range $1,350,000 - $1,500,000 and construction time is 300 calendar days. Successful offeror must submit their Subcontracting Plan for Small and Minority-Owned, and Woman-Owned Business initially and thereafter with their progress payment requests. The contractor must subcontract with minority business firms in an amount aggregating not less than 10% of the total value of its subcontracts. A 20% proposal bond is required on all proposals. The successful contractor will be required to provide 100% Performance and 50% Payment Bonds within forty eight (48) hours after notification of award. Offers will be received in this office prior to, but not later than 3:30 p.m. on September 7, 1995. Proposal documents, plans and specifications will be available on August 9, 1995 at a cost of $60.00 per set (Non-Refundable) payable by check or money order only.
