Air Warfare Center Weapons Division (NAWCWPNSDIV) Point Mugu, CA
intends to procure on a sole source basis with Motorola, Inc., 2727 W.
Baseline Road, Tempe, Arizona, 85285 for a SMARTNETII trunking radio
communication system. The trunked communication system must be capable
of supporting Type III and Type I encryption for compatible FM mobile
radios, meet specification requirements of FED-STD-1023 and
endorsement of by the NSA as specified in the Endorsed Cryptographic
Products List (ECPL). The Type I encryption shall be supported by
Over-The-Air-Rekey (OTAR) capability and ability to zeroize codes over
the air. The system must operate in the 406.1 to 420 Mhz band and the
channel spacing will be 25KHz wideband analog with the ability to
change to 12.5zKHz narrowband digital. The system must be able to trunk
2,000 users and 150 talkgroups, with an orderly system expansion to
accomodate 10,000 users and 1,000 talkgroups without replacement or
modification to existing equipment. The system must be compatible and
inter-operable with the existing Motorola trunking systems at
Vandenburg AFB, Edwards AFB, Mirmar NAS and Patuxent River NAS.
Motorola is the only company with the system which is compatible with
these existing systems and as the manufacturer, maintains all
proprietary data and rights to the system. The Government contemplates
a Firm Fixed Price contract with delivery 180 days after award of
