POC Jim Larkins (202) 687-7361. Design, development, and fabrication of
a Proton Exchange Membrane Fuel Cell (PEMFC) for a domestically
produced Fuel Cell (FC) System for transit buses. Sol: RX
7502-810-PEMFC, POC: Jim Larkins (202) 687-7361. Georgetown University
is under Grant from the Department of Transportation (DOT) Federal
Transit Administration (FTA) to provide technical and program
management for the development of a Domestically Produced FC Transit
Bus System. The objective of this Grant is to provide front end costs
to make US manufacturers and suppliers ready for the commercial
production of FC powered buses. This program will result in building
two 40-foot FC powered transit buses. One of these buses will be
powered by a Phosphoric Acid FC. That development is presently under
contract. Georgetown is seeking a qualified supplier with the
capability to develop and fabricate a PEMFC power system (PEMFC stack
assembly, fuel processor, balance of plant equipment and controller)
meeting the requirements to power a 40-foot transit bus. The FC power
system shall be integrated into a candidate bus vehicle and must
operate on a reformed liquid fuel. Offerors must demonstrate thorough
understanding of the PEMFC technology including fuel processing capable
of producing hydrogen-rich gas acceptable for a PEMFC stack.
Additionally, Offerors must demonstrate an experience base of PEMFC
development and have the facilities and personnel to develop a complete
PEMFC power system producing net power of at least 100 kW. This
activity includes the development of the FC controller but not the
power electronics to match FC voltage with the Bus circuit network.
Potential Offerors are encouraged to immediately contact Georgetown
University and establish a meeting to discuss technical capabilities
and potential technical solutions based upon previous technology
developments. Any contractor meeting must be complete before the
Request for Proposal (RFP) release date. Written expressions of
interest and request for the RFP along with a statement or brochure of
respondent's qualifications must be submitted in writing to Georgetown
Energy Programs, Attn: Jim Larkins; Suite 223, The Car Barn; Georgetown
University, Washington, DC 20057-1079; within thirty days of
publication of this announcement. Reference RFP No. RX-7502-810-PEMFC
in written response. Respondents are urged to also Fax the letter of
interest to Georgetown (Fax No. (202) 687-4507) to ensure that your
mialed submission of qualifications will not be missed. It is
anticipated that the RFP will be available for qualified bidders on or
about September 20, 1995. (229) Loren Data Corp. http://www.ld.com (SYN# 0005 19950818\A-0005.SOL)
