The Air Force Technical Application Center (AFTAC) has requirements:
Monitor the nuclear test ban treaty; Develop techniques to aide in
monitoring the comprehensive test ban treaty; Perform Research and
Development (R&D), Develop new software applications; Support
previously developed software application, Perform statistical
techniques, Perform both nuclear and weather data quality control;
Perform as an advisor to AFTAC in all of the above areas of tasking;
and perform new tasks to better define existing evaluation methods. The
contractor will be able to support, maintain, and modify the existing
software applications which follow: the Meteorological Analysis Support
System (Mass); the Sample, Collection, Recovery, and Measurement System
(SCRAMS) database; the software to support the AFTAC Weather System
(AWES) database; and the Integrated Reactor Products Program Evaluation
System (IRES), which includes the following meteorological models: the
Short-range Layered Atmospheric Model, the Global Atmospheric
Multi-layered Transport Model (GAMUT), and the Theoretical Calculation
(TCAL) Model, with their respective graphical user interfaces within
the Meteorological Evaluation Display System (MEDS). Also, the
contractor will have to continue and complete the development and
support of the Special Studies Workstation (SSWK). The contractor will
be competent and experienced in: nuclear data control and management;
advanced multi-layered meteorological modeling; statistical processes
to include the Multiple Regression technique; software configuration
control and programming; and the evaluation of weather and nuclear
data. The contractor will understand and be able to describe the
techniques and equipment which the AFTAC laboratories use to perform
sample analysis. SELECTION CRITERIA: The evaluation of potential
contractors responding to a market survey for Data Evaluation support
will be based upon the following criteria. The first two categories
will be pass/fail. The remaining categories will be rated according to
the contractor's capabilities and experience level in the tasks
required. (a) Clearance: Contractors must have a SECRET cleared
facility to include a secure computer system to handle material
produced under the contract. Due to the nature of this potential
effort, NO foreign country sources will be considered. Contractor
personnel would require DoD security clearance of at least the SECRET
level for this potential effort. (b) Location: The contractor must be
able to respond within one hour for briefings, consultation, and
software maintenance at AFTAC, Patrick AFB FL to meet our reporting
requirements. (c) Meteorology: Application experience with atmospheric
multi-layered transport, trajectories, and modeling. (D) Statistics:
Capability in theoretical methods, data editing theory, Monte Carlo
method, and Multiple Regression techniques. (E) Computer Support: (I)
Software: Experience in the Ada and C++programming languages, Oracle
database systems, and Structured Query Language (SQL). (II) Systems:
Experience with and access to SUN workstations with enough power to
perform 2 simultaneous meteorological models while continuing to
performance on up to 5 different taskings. (III) Documentation:
Experience with documenting software according to military standards.
(IV) Programming: Ability to convert atmospheric and statistical
theorems into algorithms and programs to be used in meteorological
modeling. (V) Data Management: Experience handling and managing nuclear
and weather data. (F) Personnel: Personnel with statistical,
meteorological, nuclear data, weather data, and software programming
background along with current experience. (G.) Experience: Company's
experience with dealing with programs similar to this contract. All

property of the government and will not be returned. Firms responding
to this sources sought announcement should indicate whether they are
Small, Small Disadvantaged, and/or woman-owned. The SIC code is 8711
and the Small Business Size Standard is $20 Million. The Government
reserves the right to consider this acquisition for the 8(a) program,
Small Disadvantaged Business Set-aside, or Small Business Set-aside
based upon responses received. Respondents should provide information
regarding capability of the firm to satisfy this requirement, BUT NOT
LATER THAN 20 DAYS AFTER DATE OF THIS NOTICE. This is not a Request For
Proposal (RFP) and is not to be construed as a commitment by the the
Government to issue a solicitation or ultimately award a contract. Any
costs incurred as a result of response to this announcement shall be
borne by the firm and will not be charged to the Government for
