This is a modification to an advertisement which appeared in the
Washington Post July 16, 1995 and the Legal Times on July 17, 1995. The
Commercial Law Development Program (CLDP) of the U.S. Department of
Commerce (DOC) seeks experienced attorneys and economists to serve as
advisors to Trade and Foreign Economic Relations Ministries of foreign
governments. At this time, CLDP needs a Resident Advisor in Russia.
CLDP anticipates other advisor placements in Albania, Latvia,
Lithuania, and Romania at a later date. Resident Advisors will be
stationed in the country of their assignment for one year. Options for
additional years may be required. Resident Advisors will provide
technical assistance to the above- mentioned governments with respect
to GATT/WTO and other trade policy issues, and will plan and coordinate
related supplemental technical assistance and workshops to be conducted
by CLDP. Candidates from both public and private sectors will be
considered. Selected advisors, if not presently U.S. Government (USG)
employees, will be hired under a personal services contract (PSC).
Salaries are commensurate with those of USG officials with comparable
responsibilities and are negotiable in accordance with USG regulations
to a maximum equal to the salary of a GS 15/10 (currently $93,166).
Salaries will be negotiated based upon salary history; overseas
benefits are provided as appropriate. Respondents should have
significant practice experience (minimum 10 years preferred), expertise
in GATT/WTO issues (particularly with respect to accession),
outstanding managerial and interpersonal skills and knowledge of the
political and economic conditions of the country in which they seek to
be posted. Significant experience in public and private sector
policy-oriented work, overseas experience and fluency in the country's
language are highly desirable. US citizenship and a JD or Masters
degree in economics or a related field are required. Respondents will
be evaluated based on the following criteria: 1) Nature and duration of
legal and/or economics experience in the area of GATT/WTO issues
(especially with respect to accession and compliance with obligations
contained in GATT/WTO agreements); 2) Applicant's teaching or public
speaking experience and demonstrated ability to successfully plan,
schedule, and manage conferences, symposia, and seminars; 3)
Familiarity with the region and proficiency in the language of the
placement country; and 4) Experience in legal reform, transnational
transactions, or technical assistance. Criterion 1 will be allotted
more than twice the weight of criteria 2 through 4 combined. Criteria
2 through 4 are equal in importance. The foregoing reflects a change in
the previously announced evaluation criteria for positions. Highly
ranked candidates will be contacted for interviews. In the case of
Russia, applicants must be ready to begin work on or about November 15,
