(Site Code DAKF57) The proposed project involves the construction of a Wet Training Area on Sequalitchew Lake located on North Fort Lewis, Washington. The site will consist of a slide for life apparatus, a rope drop structure, a three rope bridge, a warming/changing building, a vault latrine building, footpath and fencing. The three rope bridge will span approximately 200 feet across the lake. The supports for the bridge will be constructed of steel and attached to concrete piers. Excavation and pile driving will be required to set the piers. No dredging will be required; The slide for life will consist of a 56 foot by 8 foot steel tower. A cable will be strung across the bay, approximately 400 feet, to an anchor point on the opposite side of the bay. The tower will be set on a concrete pier. Approximately 4100 cubic yards of dredging will be required in order to construct this apparatus.The cross section of the bottom will consist of a 20 foot wide bottom, a minimum of 11 feet deep (mean water elevation), with 3:1 side slopes. 2:1 side slopes will be provided adjacent to the tower structure; The rope drop will consist of driven piles and balance beam and rope. The rope drop will be accessed via floating dock attached to shore. A minimum of 11 feet (mean water surface elevation) of water depth will be provided beneath the structure. This will require the dredging of approximately 800 CY of material. The driven piles will be supported laterally by driven pile supports and guy wires. The dredging that will be required will occur mostly in organic sediment. The average organic layer thickness is 16-17 feet. Geotechnical analysis of this organic material indicated a 3:1 side slope should be provided to minimize repeat dredging due to continued organic sedimentation and sloughing. The water depth under the apparatus was determined by Fort Lewis safety personnel as the minimum depth that could be accepted with regards to user safety. Equipment required for this work will include a pile driver, dredge, backhoe, dump truck and a concrete truck. Contract completion time is 160 calendar days. Estimated cost of this procurement is between $100,000 and $500,000. The proposed procurement listed here is being considered for 100 percent set-aside for small disadvantaged business (SDB) concerns. Interested SDB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above, evidence of capability to perform and a positive statement of eligibility as a small socially and economically disadvantaged business concern. If adequate interest is not received from SDB concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns as well as from SDB concerns. Small disadvantaged business concern means a small business concern that is at least 51 percent unconditionally owned by one or more individuals who are both socially and economically disadvantaged, or a publicly owned business that has at least 51 percent of its stock unconditionally owned by one or more socially and economically disadvantaged individuals and that has its management and daily business controlled by one or more such individuals. This term also means a small business concern that is at least 51 percent unconditionally owned by an economically disadvantaged Indian tribe or Native Hawaiian Organization, or publicly owned business that has at least 51 percent of its stock unconditionally owned by one of these entities, that has its management and daily business controlled by members of an economically disadvantaged Indian tribe or Native Hawaiian Organization, and that meets the requirements of 13 CFR 124. Socially disadvantaged means individuals who have been subjected to racial or ethnic prejudice or cultural bias because of their identity as a member of a group without regard to their qualities as individuals. Economically disadvantaged means socially disadvantaged individuals whose ability to compete in the free enterprise system is impaired due to diminished opportunities to obtain capital and credit as compared to others in the same line of business who are not socially disadvantaged. Concern means any business entity organized for profit with a place of business located in the United States, including, but not limited to an individual, partnership, corporation, joint venture, association, or cooperative.
