described herein are requested to give written notification (including
the telephone number for a point of contact) to the procuring office
above within thirty (30) calendar days from the date of this synopsis.
Salient Characteristics: Downhole impermeable membrane liner system
(DIMLS) to collect gas & water chemistry samples & to monitor gas
pressures from selected boreholes from the unsaturated zone in and
around Yucca Mountain, NV. Includes 243.9 meter (800 ft length), 35.6
cm (14 in) diameter gas circulation liner with 15 evenly spaced sample
ports each connected to the surface by a single tube and sample tubes
of 0.32 cm ID nylon tubing; 91.5 meter (300 ft) length, 35.6 cm (14
in) diameter gas circulation liner and downhole canister, 7 evenly
spaced sample ports each connected to the downhole canister by a single
tube, sample tubes 0.32 cm ID nylon tubing and 15.2 cm (6 in) downhole
deployment canister; 91.5 meter (300 ft) length, 20.3 cm (8 in)
diameter gas circulation liner and downhole canister with 7 evenly
spaced sample ports each connected to the downhole canister by a single
tube, sample tubes 0.32 cm ID nylon tubing and a 10.2 cm (4 in)
downhole deployment canister; & manufacture of an adapter to connect an
uphole tubing bundle to the canister head. The DIMLS allows collection
of water & gas samples from discreet zones in a borehole, and shall be
emplaced easily without extensive training or supporting equipment. The
DIMLS shall be employed at several holes without any change to the
system design. The ability to very discreetly isolate many zones in a
small borehole without the use of extensive overhole equipment can only
be accomplished using this system. Based on information available at
this time, and in accordance with 41 USC 253(c)(1), implemented by FAR
6.302-1, the Government considers the item specified as a sole source
from Eastman Cherrington Environmental, 1640 Old Pecos Trail, Suite H,
Santa Fe, NM 87505, and proposes to negotiate a contract with that firm
on that basis. However, should additional sources be identified, they
will be considered. Firms who feel that they can furnish the required
items or their functional equivalent (based upon the criteria specified
herein) are invited to submit in writing an affirmative response to
this announcement. An affirmative response would include literature,
brochures and such other materials which correspond to the required
items stated herein. This information will be evaluated and used to
determine if competitive opportunities exist. Since no solicitation
document exists, requests for such documents without accompanying
information will be considered non-responsive to this request without
further consideration. This notice may represent the Government's only
official notice of this procurement. Delivery approximately 90 days
after award. Simplified acquisition procedures apply. This is a small
