Air Force Development Test Center, in conjunction with the Advanced
Research Products Agency (ARPA/ASTO), is pursuing the demonstration and
evaluation of advanced technology for affordable, adverse weather,
precision guidance against high value fixed targets. This effort will
be pursued under ARPA's SHARPSHOOTER program. SHARPSHOOTER'S goals are
to demonstrate an affordable, robust, adverse weather, 3 meter
Circular Error Probable (CEP) precision guidance system suitable for
retrofit to a wide range of existing air to surface weapon systems. The
fundamental premise SHARPSHOOTER exploits is the ability to
shoot-to-coordinate. This is possible when all warfighter components
(surveillance, targeting, attack aircraft, and weapon) operate
accurately in a common coordinate system. SHARPSHOOTER consists of the
Global Positioning System (GPS) Guidance Package (GGP) for precision
mid-course guidance and a simplified, low cost seeker for terminal
homing guidance. The GGP tightly couples a miniature GPS receiver with
an inertial navigation system based on miniature, navigation grade
interferometric fiber optic gyroscopes. In order to provide adverse
weather capability, the terminal seeker is anticipated to be real
aperture millimeter wave radar, LADAR, Synthetic Aperture Radar (SAR),
or dual mode. For the basic program, the contractor shall procure GGP
Phase 1 units, design and provide the low cost adverse weather capable
seeker, design and integrate the mid-course and terminal guidance
package and suitable control functions into Government selected weapon,
install the weapon on a Government selected test aircraft, plan and
support captive carry demonstrations, and support Government
evaluations of demonstration results and provide supportable cost
projections. Offeror's will be required to submit a priced option to
modify the GGP's GPS receiver to accomplish direct P(Y) code
acquisition using a high performance (with stabilities on the order of
10 to -10 ppm) oscillator. The SHARPSHOOTER program will have two
phases. Multiple contracts are anticipated for Phase 1. Phase 1 will
culminate in captive carry flight tests. Phase 2 will be a priced
option to the Phase 1 contract. The results of the captive carry
evaluation will be used to downselect to fewer candidate solutions for
Phase 2. In Phase 2, the guidance systems will be integrated with a
weapon. The weapon will be installed on an operational aircraft and
drop tested to demonstrate adverse weather robust 3 meter circular
error probable (CEP) performance. Total period of performance for both
phases is approximately 3 1/2 years. Contractor teams responding to
this sources sought must be fully qualified in guidance/seeker design,
target recognition algorithm design and validation techniques, mission
planning (target data preparation), integration, demonstration,
evaluation, and weapon system cost estimation. Responses to this
sources sought must fully document the offeror's ability to satisfy the
technical performance and cost goals, as well as the test schedule and
programmatic requirements of this effort. A Draft Request For Proposal
(DRFP), Pre-solicitation Conference and Request for Proposal (RFP) are
anticipated in conjunction with this program. An organizational
conflict of interest provision will be incorporated into the contract
and will be set out in the DRFP and RFP. Firms having applicable
interest, capability and background should submit particulars along
with a written request to receive the solicitation in accordance with

information for evaluation and consideration. Only U.S. owned and
controlled facilities having secret clearance who have registered with
and are certified by the Defense Logistics Services Center, Battle
Creek, MI 49016-3412, telephone 1-800-352-3572, are eligible to receive
the DRFP and the RFP. This certification relates to responsibility for
the withholding of unclassified technical data. Proof of certification
is required (DD 2345). Under 22 U.S.C. 2751 and 50 U.S.C., Appendix
2401, it is unlawful to export items containing export-controlled
technical data. Responses to this synopsis must be received within 30
days from date of publication. An Ombudsman, Colonel Dennis Voss, AFDTC
Inspector General, has been appointed for this acquisition. The purpose
of the Ombudsman is to be responsive to the concerns of offerors or
potential offerors when the offeror prefers not to use established
channels of his/her concern in the proposal development phase of this
acquisition. The Ombudsman will maintain strict confidentiality as to
be source of the concern when requested by the offeror. The Ombudsman
will not participate in the evaluation of proposals or source selection
decision process for this acquisition. Companies are invited to contact

Respondents to this notice will not be notified of the results of the
evaluation or information submitted. This synopsis is for information
and planning purposes only. It does not constitute an IFB or RFP, and
is not to be construed as a commitment by the Government. After
statements of capability have been screened, a solicitation will be
issued to those prospective sources who, in the sole judgment of the
purchasing activity, have the potential of successfully fulfilling the
requirements of the planned contract. Firms (meeting the above stated
certification) requesting a copy of the DRFP will be included on the
source list for the subsequent RFP. The proposed product/service
standard industrial classification code (SIC code) for this acquisition
is 3812 (750 employees). Firms responding to this synopsis should state
whether they are or are not a small business concern or small
disadvantaged business concern as defined in FAR 52.219-1 and FAR
