Proposal (RFP) for the NATO Improved Link Eleven (NILE) Reference
System (NRS) and System Network Controller (SNC) Development. The
United States (US) Department of the Navy, Space and Naval Warfare
Systems Command (SPAWARSYSCOM), in support of the Program Executive
Officer for Space, Communications and Sensors (PEO-SCS), plans to award
a contract for the design, development, integration, and testing of the
NATO Improved Link Eleven (NILE) System Network Controller (SNC)
software, and the NILE Reference System (NRS). NILE is an international
cooperative project among seven nations: Canada, France, Germany,
Italy, the Netherlands, the United Kingdom, and the United States. NILE
has been designated as Link 22 by NATO. The United States, as host
nation for the NILE Project Management Office (PMO), will carry out the
entire procurement process under US laws, regulations and procedures.
Refer to US Commerce Business Daily (CBD) Synopsis No. 19, published 21
Feb 95 (Sources Sought for this procurement), for additional
information. The purpose of the Draft RFP is to invite comments and
questions from the public that will be considered before formulation
and release of a final RFP that will invite competitive proposals to be
submitted by prospective contractors. The draft RFP (not including the
specifications) will be transmitted through the SPAWARSYSCOM Bulletin
Board System (BBS). Copies of the draft RFP, including specifications,
will be mailed to those industries who responded to the Sources Sought
announcement (see above). The specifications are available only to
industries of the seven NILE nations, and will be provided if requested
in writing. The Draft RFP will be available by calling the SPAWAR BBS,
(703) 602- 9494, and downloading the RFP. Written requests for the
Draft RFP will be honored. The Bulletin Board operates at 14,400 BAUD
with a setting of 8:N:1. The Draft RFP file name will be NILEDRFT.ZIP,
and will be in WordPerfect 6.0 format. The file will be compressed by
a shareware program, PKZIP 2.04G. The Draft RFP will be available
within 5 days from the date of this synopsis. To download the Draft
RFP, the prospective offeror will need, at a minimum, PC or MAC, with
modem emulation software that supports VT100 or ANSI standing, a modem
that operates between 300 bps - 14.4K bps and X.X MEG of free disk
space. The bulletin board will be available 24 hours a day, seven days
a week. However, as the demand may be heavy, it may be necessary to
call repeatedly or during non-business hours. If any assistance is

Mon-Fri. This request for questions and comments is not a final Request
For Proposal (RFP), a promise to issue a final RFP, nor a promise by
the government to pay for information received in response to this
synopsis. Any resulting final RFP will be separately synopsized in the
US Commerce Business Daily (CBD) and its equivalent in other
participating NILE nations, and will be restricted to sources within

Release of the final Request for Proposal (RFP) O/A March 1996 is
planned. Written responses (in English) should be received not later

Arlington, VA USA 22245-5200. Responses must reference the Synopsis
Number shown above on both the mailing envelope and the enclosures.
Proprietary data submitted in response to this synopsis will be
protected when so designated on the submitted material. Interested
parties may also upload their questions and comments to the ACTIVE RFP
File Library of the BBS, and the file name must contain NILE plus
three other characters of their choice, for example NILESYS.DOC.
Acknowledgment of receipt will not be made. A presolicitation
conference will be held in O/A early October 1995 in the Washington DC
area to discuss the Draft RFP and provide more information. The
specific date of the conference will be announced on the SPAWARSYSCOM
Bulletin Board System (BBS) at least 15 days in advance. Written
