R -- PROFESSIONAL EMPLOYEE ASSISTANCE SERVICES FOR THE EASTERN UNITED STATES SOL 240-BPHC-7(6) DUE 110995 POC Contact Point, Dottie Laws, (301)443-5672, Contracting Officer, Steven Zangwill, (301)443-5672 The Health Resources and Services Administration is solicitating offerors to provide all necessary counselors, supervisors and administrative support to deliver the Division of Federal Occupational Health's Employee Assistance Program to the U.S. Postal Service employees and family members located in the Eastern United States. Geographically, this will include the following states: Alabama, Connecticut, District of Columbia, Florida, Georgia, Kentucky, Maine, Maryland, Massachusetts, Mississippi, New Hampshire, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Puerto Rico, Rhode Island, South Carolina, Tennessee, Virginia, and West Virginia. The Contractor shall provide full-service assessment, short-term counseling/case management, referral for longer-term or specialized services and follow-up; supervisor training and consultation; employee orientation; union officials briefings; health and wellness seminars; critical incident stress debriefings; organizational development input in response to organizational needs and changes; and development and distribution of program promotion materials. The Contractor shall be responsible for the recruitment, training and retention of qualified full-time and part-time affiliate counselors, supervision and administration of the services provided, and conducting continuous quality improvement activities. The contractor will be required to staff a national toll-free telephone number with masters degreed counselors 24 hours a day, 365 days a year. A pre-proposal conference will be held in the Washington, D.C. metropolitian area after release of this solicitation. All necessary details concerning the pre-proposal conference will be supplied in the solicitation which will be released on or about September 5, 1995. It is anticipated that a five year (one base year plus four option years) cost-plus-award-fee type contract will be awarded. All responsible sources capable of providing the above services are invited to submit proposals.
