Frame, Contracting Officer, (202) 634-4560 The Office of Worker and Comunity Transistion was created in September, 1994, to manage the responsibilities created by Section 3161 of the National Defense Authorization Act. The Office of Worker and Community Transition is charged with transitioning DOE's Management and Operating (M&O) Contractor workforce to a environmental management mission. This work requires a contractor associated with large-scale work force restructuring activities as well as a unique understanding of the Department's goals and objectives. The contractor shall provide approximately 12 individuals, facilities, services, travel and the materials necessary to provide analytical and technical support services in the following mission activities: (1) Maintenance and Support of Department-wide Work Force Information System by conducting enhancement review of the system (2) Implementation of an Integrated Work Force Management Approach by developing procedures that itegrate the Common Occupational Classification System (COCS) projection model with current work force planning approaches in the field (3) Develop Work Force Planning Performance Measures that will be included in the COCS projection model. The measures will assess the inputs, processes and outcome of the Department's restructuring initiatives. All work shall be performed under specific task assignments which will identify all required deliverables, including reports, charts and documents. This acquisition is unrestricted. A Fixed Rate-Labor Hour contract is contemplated for one 24-month base period and one 12-month option period. There is no incumbent contractor.
