This is a notice of intent to place a sole-source order with Novell, Inc. for Novell Premium Service (Comprehensive Program). ACDA needs support services for the operation and upkeep of its Local Area Network (LAN) and associated Novell Application software. Such support is needed for NetWare which is the operating system for the Novell LAN that the Agency uses to provide Office Automation. In addition, ACDA needs support services for the suite of software packages including WorkPerfect, Quattro Pro, GroupWise, Soft Solutions and Informs. All these software packages are owned and developed by Novell. The Novell Premium Service (Comprehensive Program) provides services on a 24 hours a day, 7 days a week basis. Any other vendor desiring consideration is required to fully identify their interest and capabilities within 15 days of the date of publication of this notice. Include complete documentation on technical capabilities and price. Alternative sources will be considered only if: (1) clear and convincing documentation, including technical capabilities, response times and pricing information are furnished and received by ACDA within 15 calendar days after publication of this notice; (2) the proposed services meet the requirements of the Government; and (3) it is advantageous to the Government to consider alternative sources. If no affirmative written responses are received within 15 calendar days after publication of this notice to the effect that an acceptable alternative source is available, an order will be placed with Novell, Inc. If a response is received that meets the requirements, and analysis indicates competitive acquisition would be more advantageous to the Government, a solicitation will be issued. No award will be made on the basis of any information received in response to this notice. This synopsis is a notice of intent to place an order on a sole source basis and should not be considered as a request for offers. The Government will not pay for information received. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this notice of intent or otherwise request a copy of the solicitation. A formal solicitation is not available. Since no solicitation document exists, requests for such document without the accompanying information requested herein will be considered nonresponsive and shall not be given further consideration.
