443-2597 This acquisition is for Training Resources, User Services, and
Technology (TRUST) support for FDA information systems. TRUST will
support FDA Centers/Offices/Field locations nationwide. These services
will support a range of activities in the three major elements of
TRUST: ADP Training Resource Services, User Services, and Technology
support. ADP Training Resource Services include: instructional training
programs for Strategic Information Systems, commercial-off-the-shelf
(COTS) and Government-off-the-shelf (GOTS) applications and Custom
programs; requirements analyses for current and future FDA programs;
develop training materials/documentation; training for the user
community, using on-site FDA personnel, commercial training resources
and other resources (as appropriate) in the areas relating to hardware,
software, and custom application systems; and establish, support and
maintain Learning Resource Center(s) (LRCs). User Services include:
user services for on-site and remote activities in the areas of
customer service and support services for end users; establish, support
and maintain network management activities; establish and manage Help
Desk and/or Hotline services; maintenance services; analyzing trends;
and support for organizations that provide end user services.
Technology support includes: support Agency activities related to
global connectivity with the international communities and support the
establishment of partnerships with external Agency organizations;
support the Agency's infrastructure and plans for development,
implementation, and migration to the Information Systems Architecture
(ISA); develop and implement Executive Information Systems (EIS); and
support special Agency-level programs. The FDA hardware and software
environment consists of the following: Hardware/Operating systems - DEC
VAX/VMS, IBM Mainframe/MVS; LAN Servers: VAX, PC, PC/UNIX; Personal
Computers: DOS and Windows, Macintosh, UNIX; Database Management
Systems - ADAbase, Clipper, DBase III & IV, FOX, Model 204, ORACLE,
Paradox, RBase; Programming Languages - BASIC, C, COBOL, FORTRAN,
Natural, SQL Forms; Network Protocols - 3COM, Appletalk, DECNet, IPX,
LAD, LAST, LAT, LAVC, OSI, SNA, TCP/IP, VINES, XNS; Electronic Mail -
All-in-1, Banyan, Pathworks, PROFS, VAXmail, Wordperfect Office. An
Indefinite Quantity/Cost Plus Fixed Fee contract will be awarded to
provide support for a period of seven years. A preproposal conference
is planned for November 8, 1995. Details concerning the conference will
