Thompson, Contracting Officer, (301) 713-0823 The National Ocean Service (NOS) is the lead Federal agency providing ocean related services in the 200 mile exclusive economic zone and management oversight for our Nation's coastal areas. NOS seeks to enhance the application of ocean and earth sciences to the overall understanding and management of our ocean and coastal resources. NOS must respond to the National Performance Review goals of cuttring red tape, putting the customer first, empowering employees to to get results, and cutting back to basics. These goals require developing a plan to reduce the number of employees and reduce the span of control of managers. NOS must realign to strengthen its ocean and coastal programs. The Contractor must design and implement a comprehensive self-assessment process, with significant employee input from all levels of the organization, which will design the future National Ocean Service organization structure that meets user needs and requirements for the year 1997 and beyond.
