R -- CONSULTANT SERVICES TO PERFORM AUDIT OF CURRENT STAMP DISTRIBUTION NETWORK POC Jewel R. Wheeler, Purchasing Specialist, 202-268-4307. The U.S. Postal Service has a requirement for a contractor to: 1) determine factors affecting failure of 1988 plan for a Stamp Distribution Network (SDN) conversion; 2) analyze through logistic strategy the optimal solution for an SDN; 3) develop a five year plan for process consolidation and implementation; 4) examine the current stamp distribution and allocation process to all retail locations; 5) forecast production and distribution quantities based on market assessment of sales; 6) analyze regional and demographic factors that contribute to distribution quantity and process decisions; 7) identify a stamp distribution system that can be implemented within a concise time frame; and 8) develop phrased implementation plans with specific distribution requirements for each of the 1996 stamp issuances. Based on market information, the GARR Consulting Group at 180 N. Stetson, 18th Floor, Chicago, IL appears to have unique capabilities to perform this work. They specialize in retail consulting in studying the distribution of limited life and seasonal products, such as commemorative stamps. Through extensive work with other major retailers, GARR is exceedingly familiar with the distribution complexities that major retailers face and have successfully analyzed distribution networks to maximize retailers operations. GARR has the ability to establish a logistical network distribution system within USPS' limited time.
