determined from the responses received to the Sources Sought CBD
Notice, Synopsis No. 16, issued on 8 February 1995, that the Maritime
Cellular Information Exchange System (MCIXS) program shall be a
competitive set-aside procurement for Small Business. Synopsis No. 16
made reference to a ''DRAFT'' prospective Statement of Work and a
prospective specification which was only available for review by
calling SPAWAR Contracts BBS, (703)602-9494 and by downloading the
file. In conjunction with this announcement, these files have been
updated. The updated SOW file name is MCIXSOW.DOC and it will be in
WORD 6.0. The prospective specification file name is DL-001.spc. and it
will be in Word Perfect 6.0. The files will be in the draft files
section of the BBS. The anticipated procurement quantity will be
approximately 10 - 64 base stations, over a period of six years. As a
part of this procurement, the Government plans to procure related
logistics support (which may include such items as technical manuals,
field engineering services, repair parts, and training classes). The
MCIXS performance requirements will include: (1) A minimum of 8
cellular channels, with a minimum power output of 3W per channel, (2)
Capabilty to interface with standard PBX and PSTN, (3) Interface with
one CELWAVE PD-10017-5 transmit and two CELWAVE PD-10017-5 receive
antennas, (4) provide service for any mobile, semi-portable, hand-held
or fixed cellular telephone that meets USA EIA/TIA 553 and FCC
specifications, (5) Capable to operate off standard shipboard power,
(6) able to operate in an enclosed shipboard environment, (7) allow for
operator channel frequency selection, controlled user accessibility,
and (8) built-in diagnostic testing. The Standard Industrial
Classification (SIC) Code for this program is 3663. It is anticipated
that the Request for Proposal will be released in mid to late September
1995. In accordance with recent acquisition reform policies, the RFP
will be officially released when the necessary RFP files are placed on
the SPAWAR Bulletin Board System (BBS), by RFP number
N00039-95-R-0109(Q). Interested offerors should access the SPAWAR BBS
by calling (703) 602-9494 and become familiar with uploading and
downloading procedures for solicitations. The SPAWAR BBS will be used
to provide updates, changes, or additional information on this
procurement and bidders should frequently check the BBS for this
important information. The SPAWAR BBS operates at 14,400 BAUD with a
setting of 8:N,1. The RFP will be in WORD 6.0. The file will be
compressed by a shareware program, PKZIP 2.04G. The RFP file name will
be 95PRDL001.ZIP. To download this RFP, the prospective offeror will
need at a minimum, PC or MAC with modem emulation software that
supports VT100 or ANSI standing, a modem that operates between 300 bps
- 14.4k bps and a minimum of 1.5 MEG free disk space. Prospective
offerors are required to supply the name and address of their company,
the Point of Contact's name and phone number on the on-line
questionnaire in order to be placed on the bidder's list. Telephone
inquiries for the RFP will not be honored. If you have problems or

Offerors who would like a copy of the RFP must access the BBS. The
bulletin board will be available 24 hours a day, seven days a week.
However, as demand may be heavy, it may be necessary to call repeatedly
or on off hours. Offerors who would like a copy of the RFP and do not
have access to a modem may bring a high density 3 1/2'' disk to the
Contractor Liaison Branch, Space and Naval Warfare Systems Command,
2451 Crystal Drive, Arlington VA 22245-5200, Room 201, between the
hours of 7:30 am and 4:00 pm Monday through Friday. All offerors may
submit a proposal which will be considered. Interested parties should
upload their questions to the ACTIVE RFP file library, and the file
name must contain DL001 plus three other characters of their choice,
example DL001SYS.XXX. Closing date O/A 30 days after release of RFP.
