Tuchman Contracting Officer at (203) 440-5776 The Naval Undersea Warfare Center Detachment, New London, intends to award a Firm Fixed Price contract to H-B Communications, North Haven, CT for 1 ea. Media 100 Video Editing System, a custom configured system. The system has the following salient characteristics: Video Performance: Ultra-high video resolution required for detailed engineering graphical display with 180 kb/ frame option; Video compatibility with existing systems: Must be able to interface directly with personal computers and engineering software utilizing the SCSI buss interface. Video multi-format ability: Must be able to combine video segments which have been compressed at different rates (such as Super VHS, regular VHS and High Resolution 8 mm and Regular 8 mm, laser disk and digitized television broadcast). Audio performance: Must be able to mix up to 4 CD quality audio signals in real time with individual control of input and output level of each channel. This is required for processing of multichannel sonar array data. Audio processing options: Must be able to display recorded audio signals in a time series waveform representation. This format is required for analysis of signals delivered by towed array systems. Must be able to have perfect time code synchronization between audio and video signals. This is required for conducting system vibration and radiated noise analysis. Editing performance: Must be able to support existing graphical programs, currently being used on Macintosh computers, and merge them into an edited video program able to import multiple images generated by different programs into one video image. Mass storage capability: Must be able to store up to 10 hours of digitized video images within a single file to be edited. See Note 22. (0234)
