This command intends to negotiate on a sole source basis for an energy dispersive spectroscopy (EDS) analysis subsystem replacement for an obsolete Kevex Delta 8000 microanalysis system. Subsystem must include pulse processor and all other electronics needed to provide fully programmable standardless EDS. System commands must be analogous or easily identifiable to Quantex commands currently used in the Kevex Delta 8000 to prevent incompatibility with current Joint Oil Analysis Program Technical Support Center approved methods of analysis. Parts and services must be applicable and compatible to the older original Kevex Delta 8000 components into which the newly purchased components must be physically and electronically integrated. Subsystem purchase must include dismantling and removal of existing Delta 8000 system and reintegration of new subsystem into older Kevex electronics and new subsystem orientation. Kevex Instruments, maker of the now existing Delta 8000 microanalysis system, is the only known source. If no acceptable responses are received from interested parties, the government will issue a purchase order to Kevex Instruments under simplified acquisition procedures.
