5660 A -- NAVY ADVANCED TECHNOLOGY DEMONSTRATIONS (ATDS) POC Contact: Mr.
Frank M. Lev, ONR 03C, (703) 696-6644. The Navy is soliciting both
purely industry and joint government-industry concept proposals for
Advanced Technology Demonstrations (ATDs) as candidates for the FY98
ATD program. The goal of the ATD program is to demonstrate, in an
operational context, high-risk/high-payoff technologies that could
significantly impact future warfighting or warfighting support
capabilities. Concept proposals shall be submitted to the Office of
Naval Research, Attn: Frank M. Lev (ONR 03C), 800 North Quincy Street,
Arlington, VA, 22217-5660. Strict confidentiality of proprietary
information is assured to the extent permitted by Federal law. Concept
proposals must arrive no later than 5:00 PM, 29 November 1995.
Submittals received after that date will not be evaluated. ONR will
also receive on or before 29 November 1995, purely government concept
proposals which will be evaluated along with both purely industry and
joint government-industry concept proposals. In the current
environment, with decreasing opportunities to transition needed
technologies to the Fleet, it is critical to select and fund the most
promising high payoff ATDs. Each ATD should advance promising emerging
technologies which could most positively affect Naval operations.
Accordingly, concept proposals that address an important Naval
operational requirement and have a strong potential for transition will
be favorably viewed in the selection process. This CBD announcement
offers industry an opportunity to directly solicit government insight
relevant to these areas. Industry is strongly encouraged to contact the
ATD point of contact at the appropriate Naval Warfare Center, Naval
Research Laboratory, Naval Systems Command, Program Executive Officer,
or Direct Reporting Program Manager, as provided in the list below, in
order to facilitate the development of purely industry and joint
government-industry concept proposals. Joint government-industry
concept proposals must be submitted to ONR by industry. ATD GUIDANCE:
This Advanced Technology Demonstration Guidance is intended to focus
concept proposals toward demonstrating breakthrough capabilities based
upon emerging technologies addressing the following operational
requirements: BATTLESPACE AWARENESS: Extended detection range in
clutter and countermeasures, Noncooperative target identification at
tactically significant ranges, Real time detection of events, objects,
and environments necessary to complete tactical picture.
SURVIVABILITY: Signature reduction and control, Tactical ballistic and
guided missile defense, Automated countermeasures/ counterweapons,
Protection of information systems. READINESS: Reduced maintenance
down-time, Enhanced training effectiveness via modeling and simulation,
Simplified man-machine interfaces. JOINT OPERATIONS: Efficient and
adaptable links for networks and communication systems. ENVIRONMENT:
Environmentally robust materials and coatings, Environmentally benign
materials or system concepts. OTHER MILITARY OPERATIONS (including
historically non-traditional military roles): Peacekeeping, Less than
lethal weapons, Counterdrug operations, Maritime interdiction and
surveillance, Counterproliferation of weapons of mass destruction,
Disaster relief/humanitarian aid, Refugee/immigration control. GENERAL
ATTRIBUTES APPLICABLE TO ABOVE REQUIREMENTS: Affordability,
Interoperability, Multiple platform applicability, Facilitation of
reduced manning, Leverage of commercial investments and products.
CRITERIA: The evaluation of ATD candidates will be based upon the
following criteria: (1) Responsiveness to Naval warfighting and
warfighting support requirements, (2) Strong OPNAV program sponsor
support, (3) Strong potential for transition, (4) High payoff (e.g.,
step improvement in performance, affordability, maintainability,
reliability, manpower utilization), (5) High technical merit and risk,
(6) Technically feasible (includes maturity of technology), (7) ATD
project duration of 3 years or less, and (8) ATD project funding of
less than $15M. FORMAT: Concept proposals shall consist of a ONE-PAGE
SYNOPSIS containing Title, OPNAV Program Sponsor, Current Warfighting
or Warfighting Support Shortfall, ATD Goal, Brief Description,
Projected Payoff, Transition Plan, Funding Required (FY98-00), AND A
FIVE-PAGE (OR LESS) TECHNICAL PROPOSAL containing Title, ATD Goal,
Expanded Description, Technology Base Status, Technical Approach (Risk
Mitigation), Planned Schedule/ Milestones/ Deliverables, Transition
Plan, Management Structure listing OPNAV Program Sponsor,
SYSCOM/PEO/DRPM Execution Manager, ONR Technical Manager and Principal
Performers. Six hard copies of each concept proposal along with a copy
stored in Microsoft Word 6.0 on a 3 1/2'' DOS-formatted floppy disk
must be provided. Those offering concept proposals which are highly
rated may be requested to brief their concept proposal to the Navy's
Science and Technology Working Group (STWG) in mid-March 1996. It is
the Navy's intent to announce the list of briefing submitters and their
concept topics in the agenda to be established for the STWG meeting.
Each of the briefing companies, universities, and federal laboratories
will receive this list approximately three weeks prior to the STWG
meeting, all briefed proposals will be competed against one another. No
funds have yet been appropriated for FY98 Navy ATDs. This BAA provides
no funding for concept proposal development. Unsuccessful offerors of
concept proposals will be acknowledged. Concept proposals will not be
returned after evaluation. This CBD notice itself constitutes the BAA
as contemplated by FAR 6.102(d)(2). Unless otherwise stated herein, no
additional written information is available, nor will a formal RFP or
other solicitation regarding this announcement be issued. Requests for
the same will be disregarded. The Government reserves the right to
select all, some or none of the proposals received in response to this
announcement. No portion of this BAA has been set aside for HBCU and
MI participants, though their participation is encouraged. ATD points
