BAA95-001 for United States Special Operations Command. Multi-spectral
vision enhancement devices.
Software/circuitry/techniques/methodologies/material/ manufacturing
processes/EDM which will enable or demonstrate the probability of
development and production of personal, lightweight, low power
consumption vision enhancement devices for individuals and for use with
commercial full motion video cameras and digital Charge Capacitance
Discharge (CCD) cameras. Spectral bands of interest include Infrared
(.75micrometer-1millimeter wavelength ), low level visible light
(3700-7500 Angstrom (A), Ultraviolet short and long wave (100-3700A),
and Thermal 50-150+ degrees Fahrenheit. Devices will be used for combat
reconnaissance and surveillance, rescue operations, and navigation in
adverse conditions. High reliability speaker identification algorithms.
Calculations/formulae/algorithms/ circuitry/software/EDM which allows
the identification of a speaker through comparison with a previously
recorded sample of that person's voice. The solution must work with
high reliability (95% or better) in a real-time mode using a high speed
digital processor in a portable mode. The solution must allow for or
compensate for a wide variety of environmental noises and conditions.
Possible uses will be in tactical radio communications security devices
and as a secure area screening and admittance device. Flexible,
lightweight, high efficiency photovoltaic cell. Material/manufacturing
techniques/studies/models which radically reduce the current
requirement of portable tactical communications and processing system
for large numbers of heavy, expensive, and un-reliable batteries, and
for fossil fuel internal combustion generators. The goal of all
research and development is to produce, or demonstrate the probability
of producing, a flexible, lightweight, film-type, photovoltaic (PV)
cell module weighing under 10 ounces with a Solar conversion efficiency
of 50% or greater, and which is able to produce a voltage of 12-18
volts, and a maximum power output of 25 Watts or greater. Antennas.
Materials/manufacturing techniques/designs/studies/EDM which promote,
enable, or demonstrate the development and/or production of small
(physical and electrical), lightweight, high gain, low noise, high
sensitivity, highly portable antennas for all types of communications
(high frequency through Kf_band (17.25 GHz) satellite communications),
collection and direction finding antennas for ships, aircraft, and
ground tactical use in the bands 3 MHz through 3 GHz; 3 GHz through 26
GHz; 26 GHz through 40 GHz; individual communications antennas in the
military tactical band 30-90 MHz; low physical profile, covert, and
disguised communications and collection antennas for individuals,
ships, aircraft, and vehicles in the 10 MHz to 1.5 GHz range. Of
particular interest are materials, designs, and manufacturing
techniques for the reduction of the physical size and weight of
antennas while maintaining or increasing the electrical size, and
antenna designs which increase gain for broad band applications. TENCAP
Initiatives. Materials/techniques/processes/
procedures/designs/studies/EDM pertaining to the TENCAP community which
support USSOCOM in the general functional areas of detection,
identification, geolocation, tracking, and targeting of military and
naval units, installations, systems, Nuclear, Biological and Chemical
(NBC) materiel, headquarters and command and control centers, and
certain industrial processes and production centers. Sensor data
encompassing the whole of the electromagnetic spectrum and the physical
sciences may be considered and investigated. New techniques or
up-grades to current communications capability are highly desirable.
Improved data compression, data storage and retrieval, data analysis,
and archiving and library procedures, techniques, and systems are
needed. Automated data analysis, visual object identification, and
situation or scenario identification techniques/algorithms/procedures
are of high interest. Improved geolocation capability.
Calculations/formulae/algorithms/
circuitry/software/studies/technology/EDM which allows or demonstrates
the probability of improving the accuracy of the DoD Global
Positioning System (GPS) to include specific research into the
variables that affect isochrome and isopots, and the complete range of
environmental conditions affecting satellites in high geosynchronus
