882-4294, EXT 3399. Research and Development sources are sought for the
Agent Defeat Integration Demonstration (AGDID) program. The Munitions
Division of the Wright Laboratorys Armament Directorate (WL/MNMW) has
a requirement to demonstrate an improved military capability against
weapons of mass destruction (WMD) to include their storage and
production facilities. This program is an integral part of the
Department of Defenses Counterproliferatiion Advanced Concept
Technology Demonstration (ACTD). The AGDID program will draw from
on-going technology programs and integrate the most promising of these
technologies into an enhanced payload for a current inventoried
weapon. Specifically, an enhanced payload consisting of the standard
BLU-109 penetrator filled with an explosive charge and a packaged
quantity of neutralizing agent for the defeat of biological and
chemical storage and production facilities is desired. The Hard Target
Smart Fuze (HTSF) will be used with the penetrator and a weapon borne
telemetry package may be attached to the penetrator for transmitting
fuze function and battle damage information. The BLU-109 configuration
may require modification to ease compatibility with the enhanced
payload and/or the HSTF. The contractor will have the overall system
integration responsibility for the components of the GBU-24 and its
integration with the designated aircraft. The mass properties of the
enhanced BLU-109 will be the same to avoid any additional flight
certification testing. The basic program duration is expected to be
approximately 24 months with the ACTD demo occurring in FY98 plus two
option phases of 6 months each consisting of the procurement of
enhanced BLU-109s for the ACTD demo and a separate quantity for
operational prototypes. Prospective sources should provide evidence of
their expertise and experience in the form of the successful
completion of similar contracts, technical reports, journal
publications, and presentations at technical meetings (Reference
Numbered Note 25) and have a facility clearance of up to the SECRET
level. Responses are due 15 days from date of synopsis publication.
This synopsis is for planning purposes only, does not constitute an IFB
or RFP, and is not to be construed as a commitment by the government.
Firms responding to this synopsis should state whether they are or are
not a small business concern or small disadvantaged business concern
as defined in FAR 52.219-1 and FAR 52.219-2. The SIC code for this
effort is 8731 with a business size of 500. The Air Force reserves the
right to consider a small business set-aside based upon the responses
submitted. This requirement may be pursued sole source if the Air
Force determines that only one source is capable of satisfying the
requirements. Potential RFP recipients will be required to be export
controlled certified, in accordance with DOD 5230.25, prior to

this acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concern
during the proposal development phase of this acquisition. Potential
Offerors should establish channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
