E. Grant 1. CONTRACT INFORMATION: A-E services may be required for
reconnaissance investigations, feasibility studies, preliminary to
final plan design and evaluations and preparation of reports for all
studies performed. A specific scope for work and services required will
be issued with each delivery order. This work will include all
architectural-engineering (A-E) and related services necessary to
complete the design and A-E services during the construction phase for
these projects. More than one firm may be selected for this work. An
indefinite delivery order contract will be negotiated for these
services. The contract limit per year is $750,000 and individual
delivery orders are limited to a maximum of $150,000. Services will be
for a one year period beginning approximately March 1996 with an
option to renew for one additional year. This announcement is open to
all businesses regardless of size. All interested Architect-Engineers
are reminded that in accordance with the provisions of PL 95-507, they
will be expected to place subcontracts to the maximum practicable
extent consistent with the efficient performance of the contract with
small and small disadvantaged firms. Consistent with the Department of
Defense policy of effecting an equitable distribution of contracts
among qualified Architect-Engineer firms including small and small
disadvantaged business firms and firms that have not had prior DoD
contracts, equitable distribution shall become the determining factor
for selection, all other factors being equal. If a large business is
selected for this project, it must comply with the FAR 52.219-9 clause
regarding the requirement for a subcontracting plan on that part of
the work it intends to subcontract. The recommended goals for
subcontracting are 60.3% for small business. It further states that out
of that 60.3%, 9.8% is for small disadvantaged business and 2.9% is for
small business/woman owned. A firm that submits a plan with lesser
goals must submit written rationale to support goals submitted. The
detailed plan is not required to be submitted with SF 255. The plans to
do so should be specified within the appropriate portion of the SF 255
submitted. 2. PROJECT INFORMATION: The scope of a given delivery order
may include hydraulics, fluvial geomorphology and sediment transport
services. Potential projects types include analyses of large to small
rivers, flood control levees and channels, alluvial fans, bays,
marshes, reservoirs, wetlands, and dambreak analyses. The contractor
must have the capacity to supply drawings and working files compatible
with Intergraph Design File (DGN), version 5.0 or later format. The
contractor must also have the capability to create, modify, and extract
data from digital terrain models compatible with the Intergraph *.DTM
format. 3. SELECTION CRITERIA: See Note 24 for general selection
process. The selection criteria in descending order of importance are:
a. Specialized experience and technical competence in (1) Analytical
analyses and numerical modeling of one-dimensional sediment transport
processes related to flood control, including utilizing the Corps'
HEC-6 program; (2) Fluvial geomorphic analyses capability with
investigators having significant experience with large and small rivers
and alluvial fan flood control projects, well educated in the fields of
geology, hydrology, and hydraulics; (3) Two-dimensional numerical
hydraulic modeling of natural and modified water passage systems,
including floodplain determination and mapping with significant
experience in the use of the Corps' TABS-2 or Fast Tabs computer
programs; (4) One dimensional, unsteady flow numerical hydraulic
modeling of rivers, channels, bays, marshes, reservoirs, and dambreak
analyses with significant experience using the UNET computer program;
(5) Design and analyses of water resources structures such as dam
outlet works, pipelines, channel drop structures, channel rock
protection, groins, jetties and other types of flow control structures:
(6) One-dimensional numerical hydraulic modeling of natural and
modified water passage systems, including floodplain determination and
mapping, with significant experience in the use of the Corps' HEC-2 or
HEC-RAS computer programs; (7) Numerical modeling of tidally influenced
river and marsh systems; (8) Risk-based analyses of Water Resources
Projects to determine reliability and true exceedance; (9)
Bio-hydraulics as related to wildlife habitat restoration in streams,
rivers, reservoirs, marshes, estuaries, etc. including fish migration
and spawning studies; (10) Computer code development for specific
hydraulic and hydrodynamic applications; and (11) Two-dimensional
sediment transport, numerical modeling for flood control projects. b.
Qualified professional personnel in hydraulics, fluvial geomorphology,
sediment transport, civil engineering, and land surveying. The
evaluation will consider education, training, registration, overall and
relevant experience and longevity with the firm. c. Past performance on
DoD and other contracts with respect to cost control, quality of work,
and compliance with performance schedules. d. Capability of the firm
to accomplish work in the required time frame including professional
qualifications of firm's staff and consultants to be assigned to the
projects which are necessary for satisfactory performance in the
required services. e. Volume of DoD contract awards in the last 12
months as described below. f. Geographic proximity to the Sacramento
District. g. Participation of small business and small disadvantaged
business in the proposed contract team, measured as a percentage of the
estimated effort. h. The breadth and size of a firm will be considered
to match the complexity/simplicity of the proposed project. 4.
SUBMITTAL REQUIREMENTS: Architect-Engineer firms having capabilities
for this work are invited to submit one completed Standard Form 255, US
Government Architect-Engineer and Related Services Questionnaire for
Specific Project and one completed SF 254 for themselves and all their
subcontractors to the office shown above. In Block 7 of the SF 255,
provide resumes for all key team members, whether with the prime firm
or subcontractor. In Block 9 of the SF 255, responding firms must
indicate the number and amount of DoD (Army, Navy, Air Force) contracts
awarded in the 12 months prior to this notice, including change orders
and supplemental agreements. In Block 10 of the SF 255, describe the
firm's design quality control plan including coordination of
subcontractors. Responses received by the close of business on the
closing date will be considered for selection. If the closing date is
a Saturday, Sunday or Federal holiday, the deadline is the close of
next business day. No other notification to firms under consideration
for this project will be made and no further action is required. All
responsible sources may submit the required SF 254 and 255 which shall
be considered by the agency. Solicitation packages are not provided
