15 -- F-16 BLOCK 40/42 WING WEAPONS PYLON INTEGRATION AND GROUP A KIT PR OCUREMENT SOL F33657-95-C-2028 DUE 090595 POC Tom Okuly, (513) 255-1163/Program Manager; Contracting officer, Tom Biebl (513) 255-5445;Buyer, Ms Terri Spahr, (513) 255-2055. The F-16 System Program Office (SPO) plans to award a contract to procure Group A kits to upgrade the 16S1700 (MAU-12) wing weapons pylon on the F-16C/D Block 40/42 aircraft. This upgrade is required to provide a MIL-STD-1760B capability in the Block 40/42 weapons pylon to include a wiring harness and a MIL-STD-1760B connector to be compatible with the Block 50/52 weapons pylon. Detailed actions shall consist of kit fabrication that provides the necessary connections at the wiring harness-to-umbilical connector and at the pylon-to-store interface. The contract will also include engineering tasks to prepare, update, and deliver engineering drawings and technical orders. In addition, integration laboratory testing will be required to ensure functional compatibility with the F-16 Block 50 Store Management System (SMS) O and I-level testers. The installation of the kits into the Block 40/42 weapons pylon is not included in this contract action. Specific prerequisites to accomplish this upgrade include a detailed knowledge of the baseline F-16 Block 40/42 and 50/52 wing weapons pylons hardware and interface. This modification is to make the 40/42 pylon common with the Block 50/52 weapons pylon so as not to impact existing O and I-level support equipment. The contractor must have knowledge of MIL-STD-1760B weapons/stores on the F-16 Block 40/42 aircraft and must have a full understanding of MIL-STD-1760B weapon-to-aircraft interface requirements. The contractor must possess the capability to perform integration and production tasks to procure kits at a rate of 250 per year with the installed/retrofit of the first production kit (after kit proofing is accomplished) by Jan 1998. Potential offerors shall include sufficient detail in their response to this synopsis to permit the government to evaluate their capabilities to perform the total effort. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concerns during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
