(410) 671-4436 (Site Code DAAM01) The U.S. Army Edgewood Research,
Development and Engineering Center (ERDEC) intends to award a two
phase, performance specification based contract for the engineering
modification and subsequent production of a high pressure washer. The
first phase is a thirty (30) month effort including modifications to a
commercially available high pressure washer and/or integration of
components of a HPW system, development of performance specifications,
validation of system performance, contractor support to Government
testing, and fabrication and delivery of 32 High Pressure Washers
(HPW). The second phase is a production option over a 30 month period
to fabricate and deliver various yearly quantities up to a maximum of
1965 units developed in Phase I, including initial spare and repair
parts. The key performance requirements for the HPW include
capabilities for: 1) Adjusting water pressure between 500 to 3000
pounds per square inch (psi) with a flow rate of 5 gallons per minute
(gpm) when measured at the pump outlet, 2) Operation with two wands
simultaneously without degrading the pressure (psi) by more than 20
percent from a single wand operation and providing half the total flow
(gpm) to each wand, 3) Heating the inlet water a minimum of 70 degrees
Celsius above the inlet water temperature and adjusting the water
temperature at the required flow rate and pressure, 4) Pumping ambient
temperature water through a second pump and single hose at a rate of
40 to 50 gpm; 5) Drawing water a minimum of 30 feet away and 9 feet
below pump level. In addition, both the burner assembly and the engine
shall be capable of using diesel fuel and standard Army JP-8 fuel.
Hoses and fittings shall be provided in an accessory kit and shall be
compatible with the U.S. Army 65 and 125 gpm pumps, public water
systems including U.S. and German fire hydrants, and U.S. Army water
supply systems. The total weight of the HPW and accessory kit shall not
exceed 900 pounds and the entire system shall be capable of being
transported on and operated from a 3/4 ton trailer. The contractor must
possess knowledge, understanding, and capability in the following
specific areas: 1) high pressure washer equipment technology, 2)
mechanical design, fabrication, assembly, and verification, (3)
technical documentation and human factors engineering. The type of
contract contemplated is firm-fixed price (FFP) contract for both Phase
I and Phase II. This acquisition is a 100% Small Business Set-aside,
SIC Code 3589. It is estimated that a solicitation for this requirement
will be released on or about 29 Sep 95 with resulting proposals due 45
days after solicitation issuance. The contract is unclassified. See
