Meeks, GP24M/Contract Specialist, 205-544-0422, or GP24L/Jane Maples, Contracting Officer NASA/MSFC plans to issue a Request for Quotation (RFQ) for a Lidar Telescope -- NASA/MSFC intends to purchase from The University of Alabama in Huntsville the following item: Qty 1 ea - Lidar Telescope with Support Structure meeting the following specifications: 1) Clear aperture diameter: 25 cm; 2) Magnification: greater than 25X and less than 40X; 3) Primary Mirror Type: Off-axis parabolic; 5) Output Wavefront Quality: 1/10 wave RMS at 2 micron wavelength; 6) Surface Roughness: less than 125 Angstrom for each surface; 7) Wavefront divergence: diffraction limited at 2 micron; 8) Focusing range: 100 m - infinity; 9) Operating wavelength: 2067 nm; 10) Input beam polarization: circular; 11) Output beam polarization: circular to within 10%, i.e., semi-x/semi-y=1+/-0.1; 12) Coating reflectivity: better than 98% for each mirror; 13) Operating temperature: 10 degree C - 75 degree C; 14) Dimensions: less than 50 cm in length, width and height; and 15) Weight: less than 40 kg -- This procurement is being conducted under the Simplified Acquisition Threshold (SAT) portion of the Federal Acquisition Streamlining Act (FASA) -- Transmission by facsimile to 205-544-9081 or by Internet e-mail to glynda.meeks@msfc.nasa.gov is acceptable -- Note: This sole-source procurement, described is based on predominant experience and proprietary specifications -- Interested firms have 15 days from the publication date of this synopsis to submit their qualifications/capabilities in the critical areas mentioned above, along with a request for a copy of the solicitation -- Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis -- Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered -- A determination by the Government not to compete this proposed contract, on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government -- Oral communications are not acceptable in response to this notice -- The RFQ will be released on or about 15 days after publication of this notice in the Commerce Business Daily (CBD) -- The RFQ will have a 15 day response period.
