The Virginia National Guard has a requirement for an individual rifle marksmanship training device. The Virginia National Guard intends to award a sole source contract for a M70 Weaponeer System to Spartanics within 30 days of the appearance of this announcement. Authority 10 U.S.C. 2304(c)(1) Justification Supplies or Services required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The system is to be configured in such a manner as to make it easily transportable. The device must adhere to the Army training standard outlined in Field Manual 23-9, M16A1 and M16A2 Rifle Marksmanship. The device must be capable of providing extensive diagnostic and remedial training and automated record keeping. Device must not use live rounds, combustible materials or compressed gases. Device must be capable of replicating E and F silhouette targets at 25, 50, 75, 100, 175, 200, 250, and 300 meters. Diagnostic capabilities must include sight picture, shot grouping, down range feedback, and steady hold factors. Marksmanship program must include Field Fire I & II (per FM 23-9), night fire capability, and Protective mask firing capability. Device must provide M16 realism in appearanceweight, and recoil. Further interested parties may identify their interest and capability to respond to the requirements by submitting a written proposal to the Contracting Officer within 10 working days of publication of this notice. The weapon training device must meet the design and performance requirements of Spartanics' Model 70, Weaponeer Small Arms Marksmanship Trainer.
