Informtion Management Department at the Naval Air Warfare Center
Aircraft Division, Patuxent River Maryland has a requirement for an
Indexing and Imaging Support System. The Indexing support consists of:
1) Worldwide Standards Network and 2) Military Specifications and
Standards, both for 20 simultaneous users. The Imaging support consists
of the following: 1) American Society for Testing and Materials
including ATCC, 2) Institute of Electronics Engineers, 3) American
Society of Mechnical Engineers, 4) Aeronautical Radar Incorporated, 5)
Quality/Measurements/Safety/Testing Environment, 6) Ansi-American
National Standard Institute, 7) American Society for Quality Control,
8) Electronic Industries Association, 9) Aerospace Industries
Association and National Aerospace Standards, 10) Acoustical Society of
America, 11) Society of Automotive Engineers and Underwriters
Laboratories, 12) Military Specification Network, 13) Naval
Instructions and Directives with DoD Directives, 14) DoD Adopted
Industry Standards, 15) Building Products File-Vendor Catalogs, 16)
Historical Military Specifications and H Series; all for 10 users each.
Additionally, the Imaging support must include: 1) Hot Spec. 7 Day
Update, 2) LAN/one optical server installation, and 3) custom LAN
optical server installation. The projected service time consists of a
base year and two option years (for 10 additional users for each item),
with two options for each year to add 10 additional users for each
item. With respect to the Imaging support, the Military and DoD Index
Services must include the following: search capability to find Active
and Historical Military documents of Mil and Fed Specs and Standards
and Qpl's, Mil Handbooks, MS drawings and ANA AN drawings, CID's Naval
Instructions and Directives, NASA documents (KSC, MFSC, NHB), and FIPs
and DoD adopted industry standards. This system must include the
ability to search by keyword in Title, Scope, Intended Use paragraph,
and Keywords assigned by the preparing activity and complete document
outline; search by FSC; include a comprehensive table of contents for
all primary and subparagraph headings of all active Mil and Fed
Standardization documents; provide reports that provide a document
summary with a ''revision in progress'' notice and responsible
preparing activity; provide an outline for each document in the index
to allow the user to enter a document at the desired paragraph; include
title and revision date application documents referenced; provide
references to Navy instructions and DoD directives with a complete
revision history; and enable the user to research over 4000 DoD adopted
industry standards including ANSI, ASTM, IEEE, UL, SAE, and NFPA. The
following salient characteristics apply to the Imaging support: all
raster scanned images shall be at 300 dpi's; images must be viewable on
a VGA monitor; the system must be capable of printing the images at 300
dpi's; all NGS Commercial Standards must be licensed by the issuing
Society to allow printing of the desired actual standard in hardcopy;
the service must be updated at least every 60 days; the military and
DoD documents must be compatible with Industry Standards Service; all
indexes must be able to be integrated into the existing network and be
able to function with LAN CD redirector software; and all services
must be compatible with Microsoft extensions. In sum, the system must
provide integrated indices and full text images of active and
historical MIL Specifications and Standards, applicable industry
standards, federally adopted industry specifications and standards, and
DoD directives. In doing so, this system must be compatible with
existing network architecture and current hardware. The systems life
for the network CD-ROM is estimated at five years. Additionally, Base
Realignment and Closure (BRAC), as well as a resulting
NAVAIRWARCENACDIV consolidation and general reorganization/program
changes, may impact the Information Management Department's
organizational alignment over the pre-award and post-award phases of
this contract. Such changes will not affect the scope of the
information services procured by this contract, although the
organizational element supported may be reorganized, restructured,
