363-6556. The Draft Request For Proposal (DRFP) for the Network
Integration Contract (NIC) will be released on or about 31 Aug 95. It
is a preliminary version of the Request For Proposal (RFP) and its
objective is to serve as a communication tool to obtain feedback from
industry. Your comments (including questions, suggestions, challenges
and general remarks) on the DRFP are requested. Comments are due at the
above address by 3:00 pm local time, 15 Sep 95 ( 21 days from DRFP
release date). The DRFP will be published via an electronic bulletin
board system (BBS). The files will be in Microsoft Office format (Word,
Excel, Powerpoint, and Access). The numbers for this BBS are
(310)363-6612 (9600 baud), (310)363-6613 (9600 baud), or (310)363- 1004
(2400 baud). You must have a password, issued by the contracting office
(SMC/PK), to gain access to this BBS. If you dont already have a
password, send a letter on company letterhead with the name(s) and

has been assigned, the BBS is accessed like any other BBS. This BBS
allows down loading only. If the BBS is not accessible by your company,
a hard copy may be obtained by forwarding an e-mail request to
NIC@slcspo.laafb.af.mil, a faxed request to (310)363-0843, or a written
request to Mrs. Carol Bivens at the address at the end of this
announcement. The Space and Missile Systems Center (SMC) Satellite and
Launch Control Systems Program Office (SMC/CW) requires tasks to be
performed in the area of systems engineering and integration of the Air
Force Satellite Control Network (AF SCN). The activities will include
analysis of Air Force Space Command and other users documented network
requirements, defining the AF SCNs future architecture, network
planning to include roadmaps for development plans, network integration
to include the control and the update of the AF SCN A-Spec, site
integration at the nine globally located Remote Tracking Stations and
the two control nodes located at Onizuka Air Station and Falcon AFB,
which requires the real- time facilitation of modifications installed
by the development directorates, and establishment of configuration
management policy. The estimated period of performance is six years.
The type of contract contemplated is cost plus award fee. The tasks
involved will require the contractor to provide quick response and to
have close connection with the SMC/CW and its other supporting
contractors, as well as other AF SCN organizations and their supporting
contractors located at or near Los Angeles Air Force Base, CA, and
Falcon AFB, CO. The Network Integration Contract (NIC) is considered a
new start contract without any incumbents. SMC/CW anticipates use of
an Organizational Conflict of Interest provision which will preclude
the prime contractor for the NIC from competing for any future AF SCN
contracts to include the Range and Comm Development Contract. The OCI
provision will contain three exemptions: 1) A contractor can be awarded
both a development and/or a sustainment contract and the integration
contract, if the contractor can demonstrate to the satisfaction of the
Air Force, that separate and distinct parts of the company exist with
completely separate business/profit centers, 2) A contractor who
already has one of the existing AF SCN prime contracts or is a
subcontractor on one of the current prime contracts will not be
excluded merely because of this precondition for bidding for and being
awarded either development, sustainment, or the integration contract,
3) A contractor can participate as a lower level vendor or
subcontractor with a very specialized role in either the development or
sustainment contracts and still be awarded the AF SCN integration
contract as long as the level of vendor involvement or specialized
support is so minor that the contractors involvement does not have any
influence or impact on the development of AF SCN requirements or
assignment of work among the various associate contracts. Companies
bidding on this contract must be U.S. based, and personnel supporting
this contract must have a Secret clearance. Several contractor
personnel are required to have a recent favorable Special Background
Investigation. The contractor will be required to establish, at
contract award, facilities in the local area of Los Angeles AFB, CA,
Onizuka Air Station, CA, and Falcon AFB, CO. One of the three
facilities must have a Top Secret facility clearance. The contractor
will be required to provide representatives at the RTSs and control
nodes to facilitate the installation and checkout of modifications.
This synopsis is for information and planning purposes only, and does
not constitute a Request for Proposal. Potential offerors should be
advised that an appeal has been made by the Small Business
Administration (SBA) to the Secretatry of the Air Force (SAF) to make
the NIC a totally set-aside for small business acquisition. The
possibility does exsist that the SAF might decide to overrule the PCOs
decision and set the NIC aside. The final RFP is anticipated for
release in October 1995 with receipt of proposals made within 30 days.
Eligibility for participating in this acquisition does not depend upon
a response to this notice. Information herein is based on the best
information available at the time of publication, is subject to
revision, and is not binding upon the Government. An Industry
Interchange Conference for the NIC is anticipated to be scheduled for
a later date at Los Angeles AFB. Further information regarding this
