supersedes the original synopsis of this procurement which was
published in the CBD on August 11, 1995. NASA Langley Research Center,
Hampton, Virginia, plans to issue a Request for Proposal (RFP)
1-132-D.1166 O/A October 1, 1995, with a proposal due date
approximately 45 days thereafter. The contractor will be required to
provide Systems Analysis and Engineering Research Support (SAERS).
SAERS consists of aeronautic systems analysis, hypersonic vehicle
design, and computational studies, spacecraft mission and system
performance analyses, flight project design, engineering and
development support, project planning support, aircraft operations
support, aircraft maintenance support, and experimental avionics
systems support. The scope of the work is to provide engineering
services for research on aerospace physical phenomena to Langley
Research Center programs. The contractor shall furnish the management,
personnel, materials, equipment, and facilities except those provided
on site at Langley necessary to perform specific task orders as
defined by the Government. A cost-plus-award fee task order contract is
contemplated with a total potential period of performance of 5 1/2
years, commencing May 1, 1996. The period of performance includes a
1-year initial period, four 1-year option periods, and six 1-month
option periods. The anticipated level-of-effort for the total contract
including all options is 1,383,000 direct labor hours. It is
anticipated that the level-of-effort will decline by approximately
one-third over the period of performance (exclusive of the 1-month
option periods). It is anticipated that 100% of the work under this
contract will be accomplished under ''completion'' form of contract as
defined in paragraph 16.306 (d) (1) and (2) of the FAR. Specific work
requirements will be issued in ''performanced-based'' task orders with
the contractor performing and being evaluated against specific
performance standards/metrics. A pre-proposal conference will be
conducted at the Langley Research Center, the date, time, and place to
be specified in the RFP. The procurement is a 100% small business
set-aside and will include a 40% small disadvantaged business goal. The
SIC Code for the procurement is 8731 and the small business standard is
1,500 employees. This procurement is a consolidation of parts of 15
existing contracts; the statements of work for those 15 contracts,
along with all active tasks under the contracts, will be available in
a bidders' library at Langley Research Center. Contact the Contract
