This is a notice of intent to contract on an other than full and open competitive basis with ACM System (ACMS), 9838 Old Placerville Road, Sacramento, CA, a small business. Under a previous contract, ACMS designed, developed, prototyped, and produced twenty-eight units of a unique, one-of-a-kind instrumentation system, known as of the field data collector (FDC). The FDC is utilized in the conduct of operational testing. The need for an additional seventy-five (75) units has been identified. Delivery by April 1996 is required in order to support two major systems operational test scheduled to commence in June 1996. A technical data package is not due to be delivered to the Government until approximately January 1996. No system specifications, plans, or drawings are availble at this time. Interested firms may identify their interest and capability to respond. Firms shall submit a qualification package to the above address within fifteen days after this publication. The package should describe 1) the prospective source 2) detailed knowledge of the FDC, 3) demonstrate capability to manufacture 4) and the ability to meet the Government required delivery schedule of four months after contract award. In any event, the Contracting Officer will make the final determination if this Agency should proceed competitively with the acquisition. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the requirement, make contact with the firm listed. Don't request a copy of the solicitation, until after the issue date. The Standard Industrial Classification (SIC) Code is 8731. The size standard is 500 employees.
