Ext. 141. Professional Architect-Engineer services are required to
conduct energy audits at the Federal Correctional Institution
(Schuylkill), Minersville, PA and the United States Penitentiary,
Lewisburg, PA. The approximate gross square footage for each
institution is 500,000 and 1,000,000, respectively. The energy audit
will generate a comprehensive report identifying sources of energy
consumed per area or unit of equipment. The report shall also list
Operation and Maintenance (O&M) procedures for decreasing energy
consumption and Capital Projects to improve consumption of the same.
The estimated performance period of the resultant contract is 170
calendar days. The evaluation criteria for selection and contract
award, in descending order of relative importance, are as follows: (1)
Proposed project team and organization; (2) Comparable experience and
performance; (3) Capability and capacity; (4) Past performance on
contracts for government agencies and/or private industry projects; (5)
Knowledge of locality; and, (6) Proximity to project. Only those firms
residing in the Commonwealth of Pennsylvania, and have the capability
to perform the services described herein, are requested to submit
appropriate date within 30 calendar days from the initial publication
date of this announcement. Applicant responses to the aforementioned
evaluation criteria shall use Standard Forms 254 and 255, which will
form the basis of the intial evaluation of qualifications. The data
submitted shall be concise and must address all specifi categories
listed in the evaluation criteria. Additionally, all applicants must
provide a sample energy audit report from a similar project. The sample
report will assist the government in its evaluation of firms applying
for the resultant contract. The Standard Industrial Classification Code
is 8712, with a size standard of $2,500,000.00. A firm-fixed price
contract will result from this acquisition. This is not a request for
