Information Systems Management Center (NISMC) will issue a Request for
Proposal (RFP) for Scientific and Engineering Support Services for the
Naval Air Warfare Center Weapons Division (NAWCWPNS), China Lake, CA.
The RFP will be released and available to vendors on the NISMC Bulletin
Board System on or about 13 September 1995. This procurement will be a
full and open competition with a mandatory 15% small or small
disadvantaged business (SDB) subcontracting requirement (5% mandatory
for SDBs and 5% mandatory for women-owned small businesses). The
Standard Industrial Classification (SIC) code for this procurement is
7379, Computer Related Services Not Elsewhere Classified. The
evaluation criteria will include Past Performance. This acquisition
will provide FIP related scientific and engineering support services
and materials necessary to the NAWCWPNS research, development, test,
evaluation, in-service engineering, and range maintenance and operation
mission. The RFP and related documents will only be distributed through
the NISMC Bulletin Board System (BBS). Hardcopies will not be
available. Only those documents that cannot be uploaded to the bulletin
board will be mailed to vendors (one copy per company). Interested
parties who have submitted written requests to the Contracting Officer
at the above address to be on the bidder's mailing list will be mailed
documents not available on the BBS. NO TELEPHONE REQUESTS WILL BE
ACCEPTED. The request shall include your business name, address,
telephone number, fax number, if any, point of contact and the RFP
number (N68939-95-R- 0003). Small businesses, small disadvantaged
businesses women- owned small businesses and 8(a) contractors shall
identify themselves by including type of small business concern
representation. The bulletin board telephone number for downloading the
RFP is (202) 433-3405. Vendors are able to dial-in access to the BBS
and an individual can self-register themselves in the data base (answer
questions on name, password, and other details). To access, set your
communication package to an asynchronous, ASCII (VT100) mode, with 8
bits, no parity, 1 stop bit (8N1) 14, 4K bps Baud rate modems. Download
protocols supported by the BBS include: XMODEM, XMODEM/CRC, XMODEM1K,
YMODEM, ZMODEM, KERMIT, and ASCII. The RFP is in two formats, ASCII and
Word 6.0, with cost files and the bidders' mailing list in Lotus 1-2-3,
release 4. The ASCII and Word 6.0 versions contain the same information
but, due to the limitations of ASCII, bolding and underlining are not
supported in the ASCII files. All files are in a self-extracting,
zipped form and end with an ''EXE'' extension. If files do not
self-extract, a problem has occurred in the file download. The usual
solution is to try to download it again. To restore the file to its
original size, just type in the download file's DOS name without the
''EXE'' extension. If problems are encountered in downloading the RFP,

addresses of all interested parties requesting to be on the bidder's
mailing list will be distributed with the document. A pre-proposal
conference is anticipated during the last week of September 1995 or
first week of October 1995. Specifics to be announced in the RFP.
