CALI COLLETTE (703) 806-4474 (Site Code DAHC35) The Government intends to negotiate a Time and Materials, Requirements contract with Performance Group, Inc. (PGI), P.O. Box 1175, Dahlgren, Virginia 22448. The Period of Performance will be for a Base Year with four (4) one year option periods. The support services will be in the following areas: A) Customized Geographic Resources Analysis Support System (GRASS), AutoCAD ADE, ColorView, and Range Facility Management Support System (RFMSS) integration and enhancement across numerous operating systems in direct support of the objectives of the Integrate Training Area Management (ITAM) program; B) Remote sensing, to include air photo, SPOT & LANDSAT image manipulation, interpretation, spectral analysis, spatial analysis and CAD integration; C) GPS decimeter accuracy ground truthing, field data collection, differential correction and photo rectification using ColorView and GRASS 4.5; D) Creation of thematic GRASS data layers and color mapping of information for; roads; hydrology; wetlands; vegetation cover and characterization; erosion site identification, evaluation and correction; land use; historical sites; forest inventory; endangered species (flora and fauna); logging operations and restoration; pest control, as well as the active links of the above database information to GRASS graphics entities; E) Additional efforts include construction site plans, building plans, facility management using the Installation Status Reporting System (ISR) program and Land Repair and Maintenance (LRAM) program support. An established working repore is required with DOD Environmental, Land Management, Forestry and Real Property organizations, along with the Military Tactical Training, large and small arms Live Fire Range Control as well as Active and Reserve Military Units. The live fire ranges, safety fans and road closure network in the impact areas are tracked on the ITAM computer network. Due to safety concerns in the event of a system failure, units would be unable to in/out process and the troop training mission would be negatively impacted until the system was restored. This notice of intent is not a request for competitive proposals. Contractors capable of offering this service must respond within 15 days of the date of this notice by submitting specific technical capability to provide this service. All responses to this notice shall be submitted to DIRCTRT OF CONTRACTING, ATTN CONTRACTING DIVISION, 9410 JACKSON LOOP STE 101, FT BELVOIR, VA 22060-5134. All technical responses from responsible sources will be fully considered.
